About Asphalt Paving Systems Asphalt Paving Systems, LLC ("APS"), a division of Pavement Preservation Group, Inc., is a vertically integrated heavy highway construction company based in New Jersey. APS produces its own materials, including hot mix asphalt and asphalt emulsions, and performs public-sector paving and pavement preservation work in New Jersey, New York, Pennsylvania, Delaware, Georgia, Florida, Alabama, and Tennessee. Our workforce of more than 500 employees includes union field crews, plant and yard personnel, and office professionals. Position Summary Division HR Business Partner (HRBP) is the senior-most HR leader within a division, responsible for translating corporate HR strategy into actionable, day-to-day execution. Reporting to the Corporate Director HR Operations & Compliance, with a dotted line to the Executive Vice President of Business Services. The HRBP ensures alignment between business objectives and people practices. The Human Resources Business Partner is a hands-on generalist who serves as the day-to-day HR resource for APS field operations, plants, and office staff. The HR Business Partner handles employee relations, leave and accommodation administration, onboarding and compliance, and supports company-wide HR initiatives, including the ongoing alignment of APS policies and programs with Pavement Preservation Group. The right candidate is as comfortable at a plant, in a yard, or on a jobsite as in the office, and applies employment rules consistently across a multi-state, union and non-union workforce. Key Responsibilities Employee Relations and Field Support
  • Serve as the first point of contact for supervisors, foremen, and employees on HR questions, policy interpretation, and workplace concerns.
  • Conduct and document workplace investigations, including matters received through the Company's ethics hotline, and present findings and recommendations to leadership.
  • Advise managers on performance management, corrective action, and separations; prepare supporting documentation and correspondence for review.
  • Visit plants, yards, and jobsites as needed to build working relationships and stay close to field operations. Leave, Accommodation, and Workers' Compensation
  • Administer FMLA, New Jersey Family Leave Act, and applicable state paid and sick leave programs across the Company's operating states, including notices, certifications, and tracking.
  • Manage the ADA interactive process from request through resolution, with complete and timely documentation.
  • Coordinate with the workers' compensation carrier, Safety, and operations on open claims, modified-duty assignments, and return-to-work offers. Union and Workforce Administration
  • Support administration of the Company's collective bargaining agreements, including those with Laborers Local 172 and Operating Engineers Local 825, and coordinate with Payroll on eligibility and fund-related questions.
  • Coordinate seasonal layoff and recall processes, including required documentation and employee communications. Talent & Workforce Execution Partner with Corporate Talent Acquisition on hiring strategy and execution. Ensure effective onboarding and workforce readiness. Support succession planning and talent development initiatives. Onboarding, Compliance, and Records
  • Manage new-hire onboarding, including Form I-9 and E-Verify, pre-employment screening, and orientation.
  • Maintain accurate personnel files and HRIS data, and help ensure required postings, notices, and recordkeeping meet federal and state requirements in each operating state.
  • Track and coordinate required employee and supervisor training. Benefits, Policy, and Programs
  • Support annual open enrollment and benefits communications in partnership with benefits staff.
  • Assist with implementing handbook, PTO, and policy changes, including employee communications and supervisor training.
  • Support recruiting for salaried and hourly positions, including job postings, candidate screening, interview coordination, and offer letters.
  • Prepare HR reports and metrics, such as headcount, turnover, leave activity, and open positions.
  • Perform other duties as assigned. Qualifications Required
  • Bachelor's degree in human resources, business administration, or a related field, or an equivalent combination of education and experience.
  • Working knowledge of FMLA, ADA, FLSA, Title VII, and Form I-9/E-Verify requirements.
  • Strong written communication skills and the ability to produce clear, accurate documentation.
  • Sound judgment and discretion in handling confidential information.
  • Proficiency with Microsoft Office and HRIS/payroll systems.
  • Valid driver's license and the ability to travel to Company locations as needed. Preferred
  • Three or more years of HR generalist or HR business partner experience.
  • HR experience in construction, manufacturing, or another field-based, hourly workforce.
  • Experience in a unionized environment, including working with collective bargaining agreements.
  • Multi-state HR experience, particularly in New Jersey, New York, and Pennsylvania.
  • SHRM-CP or PHR certification.
  • Bilingual in English and Spanish. Working Conditions
  • Primarily office-based, with travel as needed to plants, yards, jobsites, and other Company locations, which may include overnight travel.
  • Field visits may involve outdoor weather, noise, heavy equipment, and hot materials; required personal protective equipment will be provided.
  • Occasional work outside normal business hours during peak construction season, open enrollment, or time-sensitive employee matters.

Pay:
$70,000.00 - $80,000.00 per year
