Director of Human Resources Elm Community Charter School is seeking a highly skilled and organized Human Resources Director. The HR Director is a person with strong analytical and Human Resource skills, works well in a fast-paced environment, and can work autonomously and collaboratively at times with multiple stakeholders. The HR Director is directly responsible for the administration and coordination of the Human Resources functions and ensures that goals and objectives are met through the Employee Handbook. Reporting to the COO, the HR Director will manage all HR systems, collaborating with the leadership team and all stakeholders. Essential Functions & Accountabilities Serves as the School's lead Human Resources professional and trusted advisor to school leadership on all matters related to talent, employee relations, compliance, performance management, and organizational culture. Develops and executes the School's human capital strategy, including workforce planning, recruitment, retention, employee engagement, succession planning, and leadership development initiatives. Leads full-cycle recruitment and staffing efforts for instructional, administrative, and support staff across both campuses, ensuring a high-quality candidate experience and compliance with all applicable employment laws. Designs, implements, and continuously improves onboarding and orientation programs to support employee success, engagement, and retention. Partners with school leaders to provide coaching and guidance on employee relations matters, performance concerns, disciplinary actions, investigations, conflict resolution, and terminations. Conducts and oversees workplace investigations involving employee misconduct, discrimination, harassment, retaliation, policy violations, and other personnel matters, ensuring timely and legally compliant resolution. Develops, recommends, and administers personnel policies, employee handbook provisions, and HR procedures in compliance with federal, state, and local employment laws, NYSED requirements, and collective bargaining agreements where applicable. Oversees employee leave administration, including
FMLA, ADA
accommodations, Workers' Compensation, New York Paid Family Leave, disability benefits, and other protected leave programs. Manages employee compensation and benefits administration, including salary recommendations, benefits enrollment, open enrollment coordination, employee communications, and vendor relationships. Oversees HRIS and personnel record management, ensuring accurate employee data, record retention, confidentiality, and compliance with applicable regulations. Monitors employee certification, licensure, fingerprint clearance, and credentialing requirements to ensure compliance with NYSED and other regulatory agencies. Develops and delivers training programs for managers and staff related to performance management, employee relations, harassment prevention, compliance, workplace conduct, and leadership development. Partners with leadership to foster a positive, inclusive, and high-performing workplace culture that supports employee engagement and retention. Oversees employee performance management processes, including evaluations, performance improvement plans, corrective actions, and professional development initiatives. Coordinates and conducts exit interviews, analyzes turnover trends, and develops retention strategies based on workforce data and organizational needs. Prepares, analyzes, and presents HR metrics and reports related to staffing, retention, compensation, diversity, absenteeism, compliance, and workforce trends to school leadership. Oversees preparation and submission of required federal, state, city, charter, and employment-related reports and audits. Ensures organizational compliance with employment laws and regulations, including EEO, ADA, FMLA, OSHA, New York Labor Law, New York State Education Department requirements, and annual mandatory employee trainings. Maintains the highest standards of professionalism, confidentiality, ethics, and integrity in all employee and organizational matters. Serves as the primary HR liaison with external legal counsel, benefits providers, auditors, consultants, and regulatory agencies as necessary. Performs other duties as assigned in support of the School's mission and strategic objectives.
Qualifications:
Bachelor's degree required, Master's Degree in Human Resources preferred Minimum of five (5) years of progressively responsible Human Resources experience; Minimum of two (2) years of supervisory or leadership experience. Experience advising senior leadership on employee relations, compliance, organizational development, and workforce planning. SHRM-CP or PHR highly desired; Prior experience working for a non-profit organization or Charter School preferred; Strong organization skills; Keen analytical problem-solving skills; Ability to work autonomously as well as take coaching as needed; Successful candidates should also have the following experiences and characteristics.
