Position Summary The Associate Manager, Strategic Workforce Programming, provides operational leadership and oversight for a portfolio of RochesterWorks workforce development programs that are not funded through the federal Workforce Innovation Opportunity Act (WIOA), but rather, through other state government and private foundation grants. These programs complement and extend RochesterWorks' core workforce development services and may include career navigation, employment and training services, work-based learning, community-based service delivery, sector-focused workforce initiatives, and other special projects designed to connect individuals to employment and employers to skilled talent. The Associate Manager is responsible for translating program requirements and organizational priorities into effective day-to-day operations; supervising assigned staff; coordinating activities across RochesterWorks teams and external partners; monitoring program performance, expenditures, and contractual requirements; and ensuring that programs are delivered consistently with RochesterWorks' broader workforce development strategy. The Associate Manager will provide oversight for multiple programs. The position will initially have significant responsibility for RochesterWorks' programming under the soon-to-be launched Finger Lakes One-Network For Regional Advanced Manufacturing Partnership (FLX ON-RAMP). The position works closely with RochesterWorks program leadership to promote alignment between WIOA and non-WIOA programming and to create a coordinated, customer-centered workforce system. This position reports to the Chief Executive Officer. Responsibilities Program Management & Operations Oversee the day-to-day implementation of assigned workforce development programs and special initiatives. Translate grant agreements, contracts, funding requirements, and program designs into clear operational procedures and staff expectations. Develop and maintain program workflows, implementation plans, performance expectations, and service-delivery standards. Ensure assigned programs are integrated with RochesterWorks' broader career programming, employer services, training, and other workforce development activities. Identify opportunities to streamline services and create consistent practices across programs with similar workforce development functions. Troubleshoot operational challenges and recommend programmatic or procedural improvements. Staff Supervision & Leadership Provide direct supervision, coaching, and performance management for assigned program staff. Establish individual and team expectations aligned with program deliverables and organizational goals. Support staff development and ensure employees understand applicable program requirements, policies, and service-delivery expectations. Promote collaboration among staff working across different funding streams and program models. Assist with recruitment, onboarding, training, and development of program staff as needed. Performance Management & Continuous Improvement Monitor program enrollment, participation, service delivery, employment, training, work-based learning, and other applicable performance measures. Regularly review program data to assess progress toward contractual and organizational goals. Identify performance gaps and implement corrective or improvement strategies. Work with organizational leadership and data/reporting staff to develop useful program dashboards and management reports. Use program outcomes, customer feedback, and operational experience to continuously improve service delivery. Monitor RochesterWorks' performance under Finger Lakes ON-RAMP and ensure required program outputs and deliverables are achieved. Grant, Contract & Fiscal Oversight Maintain working knowledge of requirements associated with assigned grants and contracts. Monitor program expenditures in coordination with Finance and program leadership to ensure spending is consistent with approved budgets and program objectives. Assist with preparation of programmatic reports, reimbursement documentation, grant modifications, monitoring responses, and other funder requirements. Maintain appropriate program documentation and support organizational readiness for monitoring, audits, and compliance reviews. Escalate potential compliance, performance, or fiscal concerns to appropriate leadership. Partnership & Cross-Department Coordination Coordinate with RochesterWorks Career Center staff, Business Services, Youth Services, Finance, and other teams to support effective program implementation. Serve as an operational point of contact for selected community organizations, training providers, employers, educational institutions, government agencies, and other program partners. Support development and management of referral pathways between specialized programs and RochesterWorks' broader workforce services. Qualifications Bachelor's degree in public administration, business administration, human services, workforce development, education, nonprofit management, or a related field; equivalent combination of education and relevant experience may be considered. Three to five years of progressively responsible experience in workforce development, human services, education, nonprofit programming, grant-funded programs, or a related field. Prior experience supervising staff, coordinating teams, or providing significant program leadership. Experience managing government or philanthropic grants and contracts strongly preferred. Experience with workforce development programs, programming funded through the Workforce Innovation Opportunity Act (WIOA), and OSOS participant management systems are preferred. Experience working with industry and sector-based partnerships. Reliable transportation to travel within Monroe County.
