M-F (9am - 1pm) About Solero Youngstown Behavioral Transitions Solero Behavioral Transitions in Youngstown offers a safe, structured environment for adults managing substance use and mental health challenges. As a dual diagnosis outpatient program , we provide integrated treatment for individuals with primary substance use or mental health disorders. Position Summary Solero is seeking an experienced, organized, and people-focused Part-Time Human Resources Manager to oversee the company's human resources functions. This position is responsible for supporting employee relations, recruitment, onboarding, compliance, benefits administration, performance management, and HR policy implementation while helping maintain a positive and productive workplace culture. The ideal candidate is a self-starter who can manage multiple priorities, maintain confidentiality, and ensure compliance with federal, state, and local employment laws. Essential Duties and Responsibilities Manage the full-cycle recruitment process, including posting positions, screening applicants, interviewing, and coordinating hiring decisions. Coordinate new hire onboarding, orientation, and employee documentation. Maintain employee personnel files and HR records in accordance with legal requirements. Administer employee benefits, leave programs, and workers' compensation claims. Ensure compliance with employment laws and regulations, including EEOC, FLSA, FMLA, ADA, OSHA, and applicable state laws. Advise managers on employee relations, performance management, disciplinary actions, and conflict resolution. Develop, update, and communicate HR policies, procedures, and employee handbook revisions. Coordinate employee training and professional development initiatives. Assist with payroll preparation by maintaining accurate employee information and timekeeping records. Support annual performance review processes and employee engagement initiatives. Prepare reports related to turnover, recruiting, training, and HR metrics. Maintain confidentiality of sensitive employee and company information. Perform other HR-related duties as assigned. Qualifications Bachelor's degree in Human Resources, Business Administration, or related field preferred. Must be 21 or older Minimum of 3-5 years of progressive HR experience. Strong knowledge of employment laws and HR best practices.
