Job Description:
Eastern Oregon University seeks an experienced, strategic, and collaborative leader to serve as Director of Human Resources and Employee Relations. Reporting directly to the Vice President for Finance and Administration, this position serves as the university's chief human resources officer and provides leadership for all human resources functions, including employee and labor relations, recruitment and retention, compensation, benefits administration, performance management, training and professional development, policy development, and regulatory compliance. The Director is responsible for fostering a positive, inclusive, and high-performing workplace culture grounded in equity, respect, accountability, and employee engagement. This position serves as the university's lead labor relations professional and chief negotiator for faculty collective bargaining, while providing expert guidance to executive leadership, supervisors, and employees on complex personnel matters, workforce planning, organizational effectiveness, and employment law compliance. The successful candidate will take a proactive, people-centered approach to supporting employees and leaders across the institution, promoting employee well-being, resolving workplace concerns, and ensuring fair, consistent, and legally compliant human resource practices. As a key member of the Finance and Administration leadership team, the Director aligns human capital strategies with institutional priorities, strengthening workforce effectiveness and advancing Eastern Oregon University's commitment to excellence in service, teaching, learning, and student success.
