Job Description
JOB SUMMARY
Oregon Nurses Association (ONA), the union and professional association for nurses and health professionals across Oregon, is seeking a Director of Labor to lead our bargaining and contract enforcement work. This senior leader sets the vision and strategy for labor relations, partners with member leaders and oversees labor department staff members' efforts to protect wages, hours, working conditions, and professional voice through the negotiation and enforcement of collective bargaining agreements. Reporting to the Executive Director, the Director of Labor oversees collective bargaining and grievance administration across ONA bargaining units; advises on labor trends, employer strategies, and risk; and supervises two Deputy Directors of Labor and their teams, as well as other assigned staff. Partners with elected leaders of the ONA Labor Cabinet to review and update policies, protocols and best practices that apply to ONA bargaining units. The role requires significant collaboration with other ONA departments working with communications, legal, practice & policy, as well as external partners to run integrated labor campaigns. What You'll Do Direct and manage a team of labor relations representatives responsible for achieving and maintaining high industry standards through collective bargaining. This includes determining strategy, team composition, and ensuring strong member engagement. Oversee contract enforcement and grievance handling, using mediation and arbitration strategically when needed. Monitor contract compliance and workplace trends and recommend proactive strategies to protect and expand member rights. Partner with member leaders, bargaining teams, and staff to design and execute contract campaigns. Manage, coach, and support Deputy Directors of Labor and their teams, as well as assigned staff, building a strong, equity-driven culture. Partner with Labor Cabinet members to review arbitration requests statewide, review/update department policies, award grant monies to bargaining units, and provide member-to-member labor support statewide. ONA works with healthcare workers who work across the state in 24/7 facilities. By the nature of this work, there are times where travel, working nights, and overnight stays are required.QUALIFICATIONS
7+ years' experience in labor relations, collective bargaining, contract enforcement, and/or union representation, including supervisory experience. Proven success leading negotiations and complex contract enforcement efforts. Strong knowledge of labor law, grievance systems, and employer-union dynamics. Experience supervising and developing managers or senior staff, ideally in a staff union environment. Excellent communication and relationship building skills; ability to travel in Oregon and work some evenings/weekends. Health care or professional union experience and familiarity with Oregon's health care landscape are strong pluses.COMPENSATION AND BENEFITS
This is a full-time, exempt position. ONA offers an annual starting salary range of $170,000 to $200,000 depending on experience. ONA also offers an exceptional benefits package including employer contributions (90%) to medical, dental and vision premiums, as well as employer paid long and short-term disability and life insurance. Opportunity to enroll in 401K plan after 6 months of employment which includes a 3% employer contribution, a 4% match, and additional longevity contributions after 5 years.
