(CYS) is to strengthen families and communities by empowering youth to resolve conflicts and overcome obstacles in order to become successful students and contributing adults. Established in 1975, CYS operates a variety of innovative programs proven to increase student performance, reduce school dropout rates, gang involvement, youth violence and crime
  • all of which ultimately help preserve families.
This work is leading innovation that is transforming youth justice in L.A. and the state with a commitment to both youth development and serving victims of youth crime, while impacting systemic change to end the school to prison pipeline. CYS is also providing leadership to critical juvenile justice reform in L.A. County and is growing rapidly as a result. Compensation This is an non-exempt full-time position, including benefits. Compensation is commensurate with experience. All full-time employees are invited to participate in the company's health benefits package after completing the 60-90-day employment introductory period.
Our benefits program includes:

CYS observes 14 public holidays per year, which are paid time off for employees who would otherwise be scheduled to work on those days. Schedule This is a full-time position. CYS has the following 9/80 work schedule: Monday
  • Thursday, 8am
  • 6pm. Friday, 8am
  • 5pm, with every other Friday off.
Work Location This position will split time between remote work and our Inglewood office. This position involves a lot of meetings in the field at various locations across Los Angeles County.
Required Skills/Abilities:

Ability to act with integrity, professionalism, and confidentiality. Thorough knowledge of employment-related laws and regulations. Proficient with Microsoft Office Suite or related software. Proficiency with or the ability to quickly learn the organization's systems, as required. Must be able to commute to various locations within the Southern California area (Pacoima, Hawthorne, Inglewood, Compton)
Education and Experience:
Bachelor's degree in Human Resources management, Business Administration, or a related field with a minimum of 5 years of Human Resources management experience or the equivalent combination of education, training and experience. HR Certification preferred but not required . Preferred Qualifications Graduate degree in Business Administration (MBA), nonprofit management or related field preferred with 4 years of experience in a similar management role, or the equivalent combination of education/experience. General Functions and Responsibilities Reporting to the Chief of Operations, the Human Resources Manager will oversee the daily functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, leave of absences, and developing/enforcing company policies and practices. The duties of the Human Resources Manager include, but are not limited to, the following: Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments. This may include safety training, anti-harassment training, and any other professional training or certifications.
Actively manages the recruitment process:
resume screening, phone interviews, coordinating internal interviews and facilitating the hiring of qualified job applicants for open positions; collaborates with hiring managers to understand skills and competencies required for openings; compiles and analyzes metrics to ensure process optimization. Develop, plan, and implement procedures to produce effective and efficient management of the employee relations function; Provides guidance to managers, supervisors, and employees regarding laws, regulations, policies, procedures, and practices related to employee relations matters. Conducts or acquires employee eligibility verifications and acquire background checks for new employees or for the volunteer program. Design, develop and implement new hire onboarding program. Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave; employee relations matters; performance and talent management; productivity, recognition, and morale; occupational health and safety; compliance and training and development. Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff or outside consultant. Attends and participates in employee meetings, terminations, and investigations. Develop and keep current compensation plans for employees. Evaluate, implement, and manage various benefits plans. Oversee and participate in payroll compliance. Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance. Manage employee leaves of absence in accordance with applicable federal or local law(s). Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law. Develop and implement employee retention best practices. Implement succession planning process. Develop, track and report on appropriate HR metrics.
Other Duties:
Other duties may be assigned as dictated by business needs. Working Conditions May require spending most of the day walking, standing, sitting, and driving back and forth to off-site locations. Significant periods of sitting at a desk and working on a computer. Must be able to lift 15 pounds at times. Must be able to access and navigate each department at the organization's facilities. Therefore, applicants must possess a valid California driver's license, have use of a motor vehicle and be able to provide evidence of automobile liability insurance. CYS participates in the California DMV Employer Pull Notice (EPN) Program for pre-employment purposes and ongoing MVR updates during employment, as permitted by law. Failure to maintain a valid driver's license, required insurance coverage, or an acceptable driving record may result in the revocation of driving privileges and/or employment action, up to and including termination of employment.
