Are you a strategic HR leader who is passionate about building people-centered organizations rooted in equity and mission? The Black Cultural Zone CDC (BCZ) is seeking a Manager, Human Resources to provide strategic leadership and oversight of HR operations, payroll processing, HRIS administration, and compliance for our growing organization. This role is essential to sustaining the people infrastructure that powers BCZ's community impact.
WHAT YOU'LL DO
Lead HR Strategy and Operations:
Provide strategic leadership and day-to-day oversight of all HR functions including payroll, HRIS administration, compliance, benefits, and team member relations.
Oversee Payroll Processing:
Administer and ensure accuracy of full payroll processing, including timecard verification, leave tracking, and data entry into the HRIS, with final approval by the COO.
Ensure HR Compliance:
Ensure organizational compliance with all local, state, and federal labor laws including FLSA, EEO, FMLA, CFRA, ADA, and California-specific regulations.
Manage HRIS Administration:
Oversee HRIS system design, data integrity, and reporting to ensure accurate and accessible people data across the organization. Lead and Develop the
HR Team:
Serve as direct team lead for the Coordinator, Human Resources and Coordinator, Recruitment, providing coaching, supervision, and professional development support.
Oversee Benefits Administration:
Manage benefits enrollment, vendor relationships, and compliance for all BCZ team members across entities.
Support Health and Safety:
Oversee organizational health and safety compliance and initiatives in partnership with the Team Member Relations Thrive Coach.
Drive Organizational Development:
Partner with executive leadership to develop and implement HR policies, organizational development strategies, and people operations infrastructure.
QUALIFICATIONS
Bachelor's degree in Human Resources, Business Administration, or related field; or equivalent combination of education and experience. Minimum 5+ years of progressive experience in human resources management, including payroll and HRIS administration. Demonstrated experience leading HR compliance, benefits administration, and team member relations in a multi-entity or nonprofit organization. Strong knowledge of California labor law, FLSA, EEO, FMLA, CFRA, and ADA requirements. Excellent written and verbal communication skills; ability to lead, coach, and collaborate across diverse teams. Status:
Full-Time, Salary, 40 hours per week
Schedule:
Monday-Friday; some evenings and weekends as required

Salary:
$75,543 - $102,092 per year
