Job Description The Workforce Training Provider Manager will manage the statewide Eligible Training Provider List (ETPL) and the Workforce Pell approval process to ensure compliance with federal rules, regulations and requirements. This position will report to the Workforce Development division in Columbia and provide direction and recommendations for improvement of state policy and implementation of ETPL and Workforce Pell. The selected individual will provide leadership and oversight of department staff. An ideal candidate will have initiative and a customer service orientation with good judgment and the ability to work effectively with others toward a common goal. Key Responsibilities The Workforce Training Provider Manager will: Support data collection and analysis related to provider and program denials, appeals, and outcomes. Utilize
SCWOS/PATH
analytics to conduct data quality checks, ensure accuracy, and recommend system and process improvements. Expand customer choice by cultivating a robust portfolio of training providers and programs, and enhance processes, procedures, and technologies to improve access to training resources. Oversee the design, development, implementation, and continuous improvement of training approval processes, collaborating with internal and external stakeholders to support informed decision-making. Manage human resource activities for assigned staff, including training and development, timely completion of EPMS documentation, and ongoing coaching and performance feedback. Communicate effectively, both orally and in writing, solve problems, think critically and analytically and work well with diverse populations and people at all levels of program delivery. Education and Experience Bachelor's Degree in administration or a related field and two years relevant experience. Additional Requirements Special projects may involve work on apprenticeships, work based learning, and career pathways that supports primary work. Experience with The Workforce Innovation and Opportunity Act (WIOA), the Eligible Training Provider List (ETPL) and the federal workforce system. Previous experience experience implementing federally funded programs. Previous experience presenting complex ideas to different audiences. Previous management experience is desired.
