Job Description

City of Magnolia, Texas Director of Human Resources The Human Resources Director serves as a key member of the City's executive management team, providing strategic and operational leadership for all human resources functions, payroll, benefits, and risk management. Reporting to the City Administrator, this role oversees recruitment, classification, and compensation, employee relations, benefits administration, performance management, training, compliance, safety, and risk management. As the sole Human Resources professional for the City, the Director ensures compliance with federal and Texas employment laws, advises City leadership on complex employee matters, and develops policies and programs that attract, develop, and retain a high-performing municipal workforce aligned with the City of Magnolia's mission and values. This position also serves as the City's Risk Management and Safety Officer. The ideal candidate will be a forward-thinking, proactive leader passionate about striking a balance between innovation and the responsibilities of a public sector agency. The Human Resource Director will be the lead change agent in transitioning the City from manual to digital processes. The successful candidate will possess experience assessing and implementing new technologies, as well as building programs that increase employee engagement, safety, and retention. Strong political acumen skills and the ability to communicate complex information to a diverse audience will be an asset in this role.
Education and Experience :
Bachelor's degree in Human Resources, Public Administration, Business Administration, or related field required and/or Five (5) years of progressively responsible HR experience, including at least three (3) years in a supervisory or management role. Experience in a municipal or public sector environment is strongly preferred.
Licenses and Certifications :
Valid Texas Class C Driver's License required. Certification as a Professional in Human Resources TMHRA-CP, (PHR/SPHR) or
SHRM-CP/SHRM-SCP
