Wood County, Texas The Human Resources Director leads Wood County's human resources and employee benefits functions. The position manages onboarding, employee records, benefits administration, leave programs, workers' compensation, unemployment matters, compliance reporting, workplace investigations, and personnel policy updates. The director serves as a trusted resource to employees, department heads, elected officials, benefit providers, auditors, and regulatory agencies while protecting confidential information and supporting consistent, lawful employment practices. Essential Duties and Responsibilities Serve as the primary point of contact for employees, applicants, visitors, department heads, and elected officials regarding human resources matters. Coordinate departmental vacancies, prepare and distribute job postings, collect applications, and work with information technology staff to publish openings on the county website. Schedule employment drug and alcohol testing and background checks; administer the random testing pool for employees who hold commercial driver's licenses in accordance with applicable federal motor-carrier requirements. Process new-hire, personnel-change, and separation paperwork; assist with payroll-system updates and maintain complete, accurate personnel records. Explain county policies, wages, working conditions, insurance coverage, supplemental benefits, and available providers to current and prospective employees. Maintain strict confidentiality of personnel transactions and records, including personnel, insurance, workers' compensation, FMLA, unemployment, child-support, garnishment, and retiree-insurance files. Administer FMLA leave, workers' compensation claims, and unemployment documentation; notify department heads or elected officials of relevant unemployment hearings. Serve as the county's ADA and Title VI Coordinator and support compliance with applicable employment and civil-rights requirements. Represent Wood County in benefit-provider matters; collaborate with the County Judge, County Auditor, insurance committee, insurance broker, prescription-benefit representative, and other vendors. Coordinate annual open enrollment; reconcile monthly medical, dental, vision, life, and supplemental-insurance billings; communicate employee eligibility changes to carriers; and generate carrier reports. Review and authorize release of the biweekly insurance check register in accordance with county procedures. Prepare employee records, census information, and supporting documentation for outside auditors, GASB reporting, and Form 1095 C reporting through the Texas Association of Counties. Respond to employment-verification requests, public-information requests, classification and salary surveys, and inquiries from the Department of Labor, Texas Workforce Commission, and other authorized requestors. Investigate employee grievances and complaints involving discrimination or harassment promptly, objectively, and confidentially; advise department heads and officials regarding documentation and disciplinary procedures. Review and update county policy manuals and work with the policy committee when personnel policy changes are needed. Attend insurance meetings, employment-law and benefits training, and Commissioners Court meetings as needed. Perform routine office responsibilities and other duties as assigned. Required Knowledge Skills and Abilities Knowledge of human resources principles and practices, including recruitment, onboarding, employee relations, benefits, leave administration, workers' compensation, unemployment, records management, and workplace investigations. Working knowledge of applicable federal and Texas employment requirements, including FMLA, ADA, Title VI, wage and hour requirements, equal-employment practices, records retention, and confidentiality. Ability to interpret and consistently apply laws, regulations, county policies, benefit-plan documents, and administrative procedures. Ability to communicate clearly and professionally in person, by telephone, and in writing with employees, applicants, officials, vendors, auditors, agencies, and members of the public. Ability to exercise sound judgment, discretion, impartiality, and tact when handling sensitive information, complaints, investigations, and disciplinary matters. Strong organizational and time-management skills, with the ability to prioritize competing deadlines, maintain detailed records, and follow assignments through completion. Ability to reconcile invoices and reports accurately and identify discrepancies requiring correction. Proficiency with computers, human resources or payroll systems, email, word-processing, spreadsheet, reporting, scanning, and other standard office equipment. Ability to work independently, collaborate across departments, and provide dependable service in a public-sector environment. Ability to attend meetings and training and adapt to changes in employment law, benefits administration, and county procedures. Minimum Qualifications High school diploma or equivalent required. Relevant experience in human resources, employee benefits, payroll, public administration, or a closely related field required. An associate or bachelor's degree in human resources, business administration, public administration, or a related field is preferred; or an equivalent combination of education and related experience. Human resources certification and prior local-government experience are preferred. A valid driver's license may be required when operating a county vehicle or traveling on county business. Physical Requirements Regular use of a computer, telephone, copier, scanner, and other standard office equipment. Frequent sitting, reaching, lifting, bending, and twisting while completing office and records management duties. Ability to lift and carry 10 to 25 pounds frequently and up to 50 pounds occasionally. Ability to communicate effectively and exchange accurate information with others in person, by telephone, and electronically.
