Job Summary We are seeking an energetic and detail-oriented Program Manager - Human Capital to lead strategic initiatives. The Program Manager serves as the senior lead responsible for overall contract performance, program oversight, stakeholder engagement, quality assurance, and operational execution supporting Federal Human Capital and Workforce Transformation initiatives. The Program Manager provides strategic leadership across all task areas, ensuring delivery of high-quality, timely, and compliant professional support services aligned with agency mission objectives. The Program Manager serves as the primary point of contact for Government leadership, Contracting Officer Representatives (CORs), and program stakeholders, overseeing program planning, staffing, risk management, performance monitoring, reporting, and continuous improvement initiatives. Key ResponsibilitiesProgram Leadership & Oversight Provide overall leadership, direction, and management for contract operations and program execution. Serve as the primary liaison between the Contractor and Government stakeholders. Lead program planning, implementation, execution, monitoring, and closeout activities. Ensure contract performance aligns with Statement of Work (SOW), deliverables, timelines, and performance standards. Manage program priorities, schedules, staffing allocations, and resource planning. Human Capital & Organizational Support Oversee Human Capital operations support activities, workforce modernization initiatives, and organizational effectiveness programs. Support workforce planning, organizational assessments, process improvement, and strategic workforce initiatives. Coordinate cross-functional teams supporting HR operations, communications, workforce analytics, organizational development, and performance management activities. Advise leadership on operational risks, workforce challenges, and strategic improvement opportunities. Project & PMO Management Implement project management methodologies, governance processes, and reporting structures. Develop and maintain project schedules, work plans, risk registers, and status reporting mechanisms. Monitor program performance metrics, milestones, deliverables, and service levels. Facilitate recurring program management meetings, stakeholder briefings, and executive reporting sessions. Quality Assurance & Risk Management Ensure quality control processes are implemented across all task areas and deliverables. Identify operational risks, develop mitigation strategies, and manage issue resolution activities. Oversee compliance with Federal regulations, agency policies, and contract requirements. Support continuous improvement and process optimization initiatives. Communications & Stakeholder Engagement Coordinate communications between program teams, agency stakeholders, and executive leadership. Support organizational change management and stakeholder engagement activities. Ensure timely communication of program status, risks, milestones, and deliverables. Minimum Qualifications Bachelor's degree in Human Resources, Business Administration, Organizational Development, Public Administration, Management, or related field. Minimum of ten (10) years of progressively responsible experience managing Federal Human Capital, organizational development, workforce transformation, or management consulting programs. Minimum of five (5) years of experience managing large-scale Federal contracts or task orders. Demonstrated experience supporting Federal Human Capital operations, workforce planning, organizational effectiveness, or workforce modernization initiatives. Experience managing cross-functional teams in a Federal environment. Strong knowledge of Federal HR operations, workforce transformation, and program management methodologies. Preferred Qualifications PMP Certification Change Management certification (e.g., Prosci, CCMP) Experience supporting NSF or civilian Federal agencies Experience supporting workforce analytics, Power BI, Tableau, or organizational assessment initiatives Experience supporting PMO operations and strategic advisory programs Required Skills Program and project management Strategic planning and execution Stakeholder engagement Organizational leadership Risk management Workforce modernization Performance management Excellent written and verbal communication skills Analytical and problem-solving skills Ability to manage multiple priorities in a fast-paced environment Security Requirements Ability to obtain and maintain a Public Trust or other Government-required clearance level. Reporting Structure Reports directly to LDM's Executive Leadership and serves as the primary interface with Government Program Leadership.
