Purpose of Position The Human Resources Program Manager serves as a trusted resource for staff and leadership, supporting the effective delivery of human resources services with a focus on customer service, compliance, and positive employee relations. This role contributes to a workplace culture grounded in United Way of Dane County's mission, values, and commitment to equity. Working with a high degree of independent judgment and discretion, the Human Resources Program Manager manages sensitive information, supports day-to-day HR operations, and supports the Director of Human Resources with complex administrative responsibilities. This position leads the administration of payroll and benefits, including processing biweekly payroll, coordinating employee benefit programs, managing leave accounting, and ensuring compliance with wage and benefit regulations. The role also provides guidance to staff and supervisors, interprets policies, and resolves payroll and benefits-related issues with accuracy, timeliness, and care. 35% Payroll and Benefits Administration Conduct orientation presentations for new employees, consultation and education of existing employees regarding provisions on payroll and benefit programs. Manage and administer employee payroll and benefits processes using provider portals and systems. Manage time and attendance tracking, inclusive of compliance with state and federal regulations i.e. FLSA and
FMLA. 30
% Administrative & Human Resources Information System Functions (HRIS) Maintain employee personnel files. Respond to requests for employment verification/information. Manage Human Resources section of website. Serve as backup support to the Human Resources Coordinator. Provide HRIS systems trainings. 20% Employee On-Boarding and Off-Boarding In coordination with hiring managers, assist in the onboarding of new employees. Conduct Human Resources orientation for new staff, Loan Executives, limited term employees, and interns. Manage employee document acknowledgement in HRIS system. Conduct Onboarding Check-Ins with new employees. Manage the Exit Interview process. Draft On-boarding and Off-boarding related correspondence for review and approval by the HR Director. 10% Position & Staff Development Work with the Human Resources Director to improve employee retention and address training needs of staff. Support the development of position descriptions across the organization. Develop interview questions, assist the hiring supervisor in selecting an interview panel and participate on interview panels as needed. Assist with internal and external organizational learning and development trainings. 5% Organizational Support Represent United Way in a professional manner to the community, key volunteers and donors. Be an integral part of the Finance & Administration Department team. Serve as a member on a United Way of Dane County internal committee. Participate in organizational activities including attending key donor and community events, during and outside of regular business hours. Other duties as assigned.
Requirements:
Minimum Qualifications Associate's degree in human resources, social sciences, business/finance or related disciplines or three years equivalent experience. Highly effective written and oral communications skills, with the ability to explain policies and processes clearly to diverse audiences. Strong customer service orientation and ability to build positive working relationships across all levels of the organization. High attention to detail with excellent time management and organizational skills. Commitment to fostering an inclusive workplace aligned with organizational values. Strong project management skills and the ability to balance multiple tasks and meet deadlines. Demonstrated ability to handle sensitive and confidential information with discretion and sound judgment. Ability to work both independently and as part of a team. Minimum Experience Three-years experience in human resources, social sciences, business/finance or related disciplines. Proficiency in Microsoft Office (Excel, Word, Outlook, PowerPoint) and experience working with HRIS/payroll systems. Utilization of databases and familiarity with data entry principles. Experience and ability to work in a fast-paced environment with a high level of organizational and interpersonal skills. Experience contributing to process improvements, policy development, or system enhancements. Experience working in a nonprofit or mission-driven organization preferred. Work Schedule, Location, and Travel Requirements Full-time, salaried position (40 hours/week); FLSA Exempt.
Core hours:
Monday-Friday, 8:00 a.m. - 4:30 p.m., with flexibility for occasional early mornings, evenings, or weekends. Possibility for limited hybrid work subject to policy. Local travel within Dane County is required for meetings, events, and community engagements. Salary Range $45,700 - $50,700 (based on experience) . In addition to salary, we offer a comprehensive and generous benefits package. This includes health, dental, vision, life, and disability insurance. United Way contributes 8% of gross wages to a defined contribution retirement plan, which is fully vested after five years of employment. Employees may also choose to contribute to a 403(b)-retirement savings plan.
