Pay Range is the entire compensation range for the position. The Community Resources & Workforce Development department is seeking a Community & Workforce Specialist II for the Las Artes Program. The successful candidate will be an advocate for at-risk youth ages 17-22. This position focuses on assisting these youth to ensure they are equipped to overcome barriers to obtain their GED, further their education, and successfully obtain employment in the workforce.Essential Functions:

Participates in the day-to-day operational and support activities of a specialized, complex functional program or work unit within the Community & Workforce Development Department; Provides direct services urgently and compassionately to Community & Workforce Development clients, which may include working with clients via phone, email, online, or in person, including collaboration with other agencies and organizations to maximize resources and services; Assesses the needs of community members and provides guidance on appropriate resources based on individual needs; Matches qualified candidates with resources, coaching, or support related to employment, education, or financial assistance; Represents the program or work unit at community events and in meetings with County personnel and/or community partners; Provides administrative and other support essential to the completion of program or work unit objectives, including mentoring and leading staff and volunteers in specialized program activities; Provides input to management in the development of program goals and objectives; Manages and maintains accurate records of program participants and their progress; Responsible for other duties as assigned in support of the overall goals and functions of both the Community & Workforce Development Department and Pima County.Minimum Qualifications:
Associates degree from an accredited college, university or technical school in management, public or business administration or a field related as determined by the department head at the time of recruitment AND one year of professional experience in health, customer service, human services, or a closely related field.OR:
One year of experience with Pima County as a Community and Workforce Specialist I or similar Pima County position, as determined by the department head at the time of recruitment. (Relevant experience and/or education from an accredited college or university may be substituted.) Qualifying education and experience must be clearly documented in the "Education" and "Work Experience" sections of the application. (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.): Minimum two (2) years experience researching and referring resources of community service programs and social service agencies. Minimum three (3) years experience working with AZJobConnection, Participant Tracking System (PTS), AZ State MainFrame, and Microsoft Office Suite. Minimum three (3) years experience with WIOA Intake, proctoring TABE 13/14 andTABE 9/10.
Minimum three (3) years experience with client advocacy. Minimum three (3) years experience working with At-Risk Youth in different capacities.Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.Supplemental Information:
Licenses and Certificates:
Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services' review and approval of the candidate's driving record.Special Notice Items:
The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County. Some positions may require completion of a satisfactory personal background investigation by the court or law enforcement agencies, due to the need for access to County Attorney and Court facilities, records, and communication systems.Physical/Sensory Requirements:
