Job Summary We are seeking an experienced Bilingual HR Generalist, English and Spanish, with hands-on Paycom experience for a temp-to-hire opportunity in Downey, CA. This role supports a busy Human Resources function within the industrial construction, facilities, and infrastructure sector, partnering closely with the Director of Human Resources, managers, and employees across the organization. This is a strong opportunity for a stable, detail-oriented HR professional who enjoys being involved in all facets of Human Resources, including employee relations, recruiting, onboarding, benefits administration, compliance, leave management, and HR reporting.   • Serve as a primary HR resource for employees and managers regarding policies, procedures, employee relations, and employment-related questions.
  • Support full-cycle recruiting, interviewing, onboarding, new hire orientation, and employee record maintenance.
  • Administer benefits, leave of absence programs, workers' compensation, unemployment claims, audits, and compliance-related reporting.
  • Maintain accurate HR data in Paycom, generate HR reports, and provide workforce metrics to management and leadership.
  • Support performance management, corrective action, workplace investigations, conflict resolution, and employee development initiatives.
  • Assist with HR policy updates, handbook maintenance, compliance programs, employee engagement activities, and workforce planning. Compensation and Benefits
  • Salary range: $55,000 to $67,000 per year.

    Downey, CA. Required Qualifications and Skills
  • Manage HR operations across employee relations, recruiting, onboarding, benefits administration, compliance, and performance management.
  • Maintain and process employee data, reporting, and HR workflows within Paycom.
  • Support California HR compliance, wage and hour requirements, leave administration, and employment law-related processes.
  • Partner with managers and leadership to support staffing, retention, employee engagement, and workforce planning.
  • Minimum of 3-5 years of progressive Human Resources Generalist experience.
  • Bilingual English and Spanish skills are required.
  • Hands-on experience using Paycom HRIS is required.
  • Strong knowledge of California employment laws, HR compliance requirements, and wage and hour regulations.
  • Experience handling employee relations, investigations, corrective actions, recruitment, onboarding, benefits, leave management, and performance management.
  • Bachelor's degree in Human Resources, Business Administration, a related field, or equivalent work experience.
  • Proficiency with Microsoft Office Suite, including Excel, Word, and Outlook.
  • Strong communication, organization, problem-solving, judgment, and attention to detail.
  • Ability to work independently, manage competing priorities, maintain confidentiality, and support both employees and leadership professionally. Preferred Qualifications
  • PHR, SPHR, SHRM-CP, or
SHRM-SCP
certification.
  • Experience supporting multi-site operations.
  • Experience in a fast-paced, high-growth, construction, industrial, facilities, or infrastructure-related environment.
