78 Annually Location Millbrae, CA Job Type Full-Time Job Number 2026-00055 Division People & Culture Department Human Resources Opening Date 06/05/2026 Closing Date 6/28/2026 11:59 PM Pacific Description Benefits Questions General The Human Resources Analyst (Recruitment) will be responsible for assigned recruitment and selection efforts for professional, technical, managerial, administrative and bargaining unit positions for the San Mateo County Transit District (SamTrans) and the San Mateo County Transit Authority (TA). Performs professional level work in other functional areas such as Organizational Development & Talent Management (ODTM) within the Human Resources Department.
Essential Functions & Duties Examples of Essential Functions:
Design, plan, and implement recruitment strategies and programs for professional, technical, managerial, administrative and bargaining unit positions. Ensure that employment laws, union agreements, classification, policies, and fair and consistent employment practices are followed Consult with hiring managers to obtain input on recruitment needs, selection methods, and examination content. Research and develop recruitment sources appropriate to the job posting and consistent with Equal Employment Opportunity (EEO) practices.
Examples of Essential Duties:
Collaborate with hiring managers to develop and update job descriptions, identify essential functions and duties, establish qualifications, and develop interview questions. Create and advertise job postings within relevant communities. Screen resumes and applications for completeness and qualifications, move candidates through the Applicant Tracking System (ATS), Coordinate and administer skills testing (written and practical). Coordinate pre-employment medical examinations and drug testing exams for safety sensitive employees. Facilitate the panel interview process. Assist with training of interview panelists to ensure fair recruitment and selection process. Responsible for making offers of employment to successful candidates. Update and maintain the ATS and provide functional support to users. Assist with the administration of temporary staffing program. Perform all job duties and responsibilities in a safe manner to protect one's self, fellow employees and the public from injury or harm. Promote safety awareness and follows safety procedures in an effort to reduce or eliminate accidents. Perform other duties as assigned. Minimum Qualifications Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: Associate's Degree in Human Resource Management, Business Administration, Public Administration, or other related field. Preferred Qualifications:
Effective written, oral, and interpersonal communication skills. Proficient in Microsoft Office Suite, Teams, Excel, and Outlook. Experience with applicant tracking software Neogov. Experience in a public agency desirable. Experience recruiting high volume driving positions. Experience with FTA pre-employment requirements.
