SUMMARY OF MAJOR FUNCTIONS
Under the direction of the Human Resources Director, the Human Resources Generalist II performs professional-level human resources work across the full employee lifecycle, including employee relations, recruitment, compliance, benefits administration, and policy interpretation. This role exercises independent judgment in resolving moderately complex HR issues, ensures the organization's practices align with federal, state, and County requirements, and serves as a knowledgeable point of contact for employees, candidates, and leadership. The Human Resources Generalist II may provide guidance and functional oversight to Human Resources Associates and other support staff, and partners closely with the Human Resources Director on program-level initiatives, audits, and process improvements. DUTIES Serve as a primary point of contact for employee relations matters; respond to and help resolve employee and manager inquiries, escalating complex issues to the Human Resources Director as appropriate. Manage full-cycle recruitment for assigned positions, including job postings, candidate screening, interview coordination, and offer preparation. Conduct new employee onboarding and oversee the accuracy and completeness of new hire personnel and medical files, ensuring compliance with the QA process. Oversee timely completion of employment verifications, background checks, TB/UA screenings, and other pre-employment requirements. Maintain and audit employee file compliance tracking systems; identify gaps and drive resolution with employees, supervisors, and department leads. Monitor training and certification compliance spreadsheets, proactively follow up on outstanding requirements, and report compliance risks to leadership. Ensure compliance binders, personnel files, and HR recordkeeping systems meet County, State, and organizational standards; prepare for and support internal and external audits. Interpret and apply HR policies and procedures, providing guidance to employees and supervisors on leave administration, performance management, and workplace conduct issues. Partner with the Human Resources Director on investigations, corrective action documentation, and other employee relations casework. Process employee separations, including conducting exit interviews and ensuring terminated staff files are closed out within established timelines. Support benefits administration, including enrollment, changes, and employee questions regarding available programs. Assist with HR project work such as policy updates, process improvements, and special assignments identified by the Human Resources Director. Provide day-to-day guidance and quality review of work performed by Human Resources Associates and other HR support staff. Prepare reports, metrics, and documentation to support HR operations and organizational decision-making.QUALIFICATIONS
Education & Experience Bachelor's degree in Human Resources, Business Administration, or a closely related field required. Minimum of five (5) years of progressive, professional-level Human Resources experience required. SHRM-CP, SHRM-SCP, PHR, or SPHR certification required.Knowledge, Skills, and Abilities Knowledge of:
Core HR functional areas, including employee relations, recruitment, compliance, benefits, and performance management Applicable federal, state, and local employment laws and regulations (e.g., FLSA, FMLA, ADA, EEO) HRIS systems, Microsoft Office Suite, and database/query reporting tools Recordkeeping, filing, and documentation standards for personnel and confidential HR records Business English, including professional writing for policies, correspondence, and reports Current trends, best practices, and emerging developments in the human resources profession Principles of supervision, coaching, and providing work direction to support staff Professional telephone, in-person, and online communication and customer service standardsPay:
