Job Description
The purpose of this classification is to perform professional and technical work within the HR Systems & Records Division of the Human Resources Department. Distinguishing Characteristics This classification is distinguished from Specialists in that incumbents in this class serve as supervisors; provide guidance, direction and training to Human Resource Specialists and have larger program and fiscal responsibility for their assigned area. Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Advises and counsels departmental managers and County employees: interprets and explains HR policies and procedures; coordinates with managers to resolve non-routine issues; ensures compliance with HR policies and regulations; and coordinates work with other HR staff as needed. Serves as a resource to HR Specialists, departmental managers, and HR management regarding area of expertise. Designs, develops, and maintains HR dashboards, metrics, and reports using HRIS, Excel, and data visualization tools (e.g., dashboard platforms). Respond to compensation, policy, and benefits surveys from other jurisdictions, ensuring accuracy and completeness. Design and administer compensation, policy, and benefits surveys and present and analyst results. Coordinates annual actuary audit of employee data. Serves as a backup as it relates to system administration of HRIS, including coordinating updates, troubleshooting problems, resolving vendor-related issues as well as security access, and general table maintenance of the system.
Coordinates benefits related records administration:
assists with coordinating open enrollments; mediate between vendor and employees as needed; and provides expertise to HR Specialists on benefits issues. Prepares and analyzes reports and documentation related to program area: compiles statistical reports; generates invoices; and prepares detailed activity and financial reports. Serves as records custodian of official personnel records, ensuring that records are maintained and secured in accordance with the Georgia Records Retention Schedule. Coordinates responses to Open Records Requests, including those submitted under the Georgia Open Records Act. Serves as department lead for enterprise content management. Serves as liaison between department and Information Technology Services department, trains new and existing users, coordinates updates to the system, troubleshoots problems and resolves cases. Reconciles billing from benefits vendors by verifying data, receiving and reviewing decencies, and updating/disputing information. Performs special assignments as requested, to include researching and preparing special reports and projects. Performs other related duties as assigned. Minimum Qualifications Bachelor's Degree in Human Resources Management, Industrial Organizational Psychology, Organizational Behavior, or related field required; supplemented by seven years of progressively responsible experience in benefits, HR systems administration, another human resources function or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Strong analytical and problem-solving skills with the ability to interpret and present data effectively is strongly preferred. PHR, SPHR, SHRM-SCP, SHRM-CP or CCP or related certification is strongly preferred. Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Sensory Requirements Some tasks require the ability to perceive and discriminate sounds, and visual cues or signals. Some tasks require the ability to communicate orally. Environmental Factors Essential functions are regularly performed without exposure to adverse environmental conditions.
