The position is located on Hawaii Island (Hilo). Salary commensurate with education and experience. Duties Summary The function of the Regulated Industries Complaints Office (RICO), Field Investigation Staff is to provide investigation, complaint resolution and enforcement services by conducting field investigations for consumer and licensee complaints and to conduct field inspections for the vocational boards, commissions and divisions under the jurisdiction of the Department of Commerce and Consumer Affairs (DCCA). The position is appointed and commissioned under the authority of
HRS 26-9U
) and is under the general supervision of the Supervising Investigator. The position is given assignments which are within RICO's jurisdiction. The position performs highly-complex investigative activities germane to the prevention and detection of violations related to the rules, laws, and regulations under DCCA jurisdiction. The position also gathers information, writes reports and performs other related duties when RICO conducts "unlicensed sting and sweep" operations. The position participates and issues citations in contemporaneous unlicensed cases as well as conducting full investigations.
Minimum Qualification Requirements Education:
Graduation from an accredited four (4) year college or university with a bachelor's degree. Excess work experience as described under the Specialized Experience, or any other responsible administrative, professional or analytical work experience that provided knowledge, skills and abilities comparable to those acquired in four ( 4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.
Specialized Experience:
Two and one-half (2-1/2) years of progressively responsible professional investigative experience which demonstrated: (1) initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data; (2) ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions; (3) skill in preparing written and oral reports and presenting investigative findings in a clear and concise manner; and (4) tact, discretion, and capacity for obtaining the cooperation and confidence of others.
Substitutions Allowed:
A law degree from a School of Law, accredited by a nationally recognized specialized accrediting body (or a law degree that is deemed comparable by a nationally recognized accrediting body), may be substituted for two (2) years of Specialized Experience.
Knowledge:
Social sciences; report writing; interviewing methods and techniques; principles and practices of investigations; court procedure; rules of legal evidence; characteristics of human behavior; and as applicable, laws and precedents concerning search and seizure and arrest.
Skill/Abilities:
Deal effectively with the public; write clear and concise reports; interpret and apply laws, rules and regulations relating to RICO's operations; gather, analyze and evaluate facts; supervise others in the performance of investigative tasks as applicable. Ability to effectively operate a motor vehicle with possession of a valid driver's license. Other Information This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment from the department head or designee at any time.
