Reporting to the Deputy Title IX Coordinator and Senior Civil Rights Investigator, the Investigation and Prevention Specialist is responsible for implementing prevention and education programming as well as assisting with timely, thorough, and impartial investigations into alleged violations of the CSU Nondiscrimination Policy, including sexual misconduct, sexual exploitation, dating violence, domestic violence, stalking, retaliation, and discrimination and harassment based on age, disability, gender, gender identity, gender expression, genetic information, marital status, medical condition, nationality, pregnancy or related conditions, race or ethnicity (including color, caste, or ancestry), religion or religious creed, sex (including sex stereotyping or sex characteristics), sexual orientation, and veteran or military status. The Investigation and Prevention Specialist will contribute to both the Prevention and Education Team and Investigations Team within the Office for Civil Rights and Equity. The Investigation and Prevention Specialist will create training materials for specific campus subpopulations; implement and assess presentations, interactive workshops, and online and in-person trainings for both students and employees; develop educational events for critical awareness months; contribute to an annual full-day violence prevention conference; assist with prompt, thorough, and impartial investigations into alleged violations of the CSU Nondiscrimination Policy; create, organize, edit, and redact investigation files as appropriate; assist in departmental efforts related to internal and external audits and the fulfillment of document requests; maintain updated documentation of investigation practices; manage all procedures according to applicable privacy laws and CSU policy; and complete other investigation and resolution tasks as assigned.
The Investigation and Prevention Specialist will serve as a co-investigator for civil rights investigations into alleged violations of the CSU Nondiscrimination Policy and may serve as a sole investigator for some matters. In this capacity, the Investigation and Prevention Specialist will: schedule interviews with parties and witnesses; gather and organize evidence; ensure parties' rights are upheld throughout all investigation processes; ensure a well-documented investigative process by maintaining timely, accurate, and thorough records and notes of all investigatory steps; maintain up-to-date records in the case management database; prepare detailed, accurate written reports; make findings on policy violations when applicable (including credibility determinations and an analysis of the evidence); and summarize the investigatory process at live hearings when applicable. The Investigation and Prevention Specialist will also review and prepare case files, maintain updated templates and materials, and coordinate and assist with relevant investigation unit tasks.
Responsible for the development, facilitation, and assessment of educational programming and annual trainings for all students, fraternities, sororities, Division I Athletics, sports clubs, residential communities, student organizations, identified employees and student staff, and underserved populations. The Investigation and Prevention Specialist's prevention and education responsibilities also include maintaining effective relationships, supporting and advising peer educators, and collecting and analyzing data to make recommendations for program improvements. The Investigation and Prevention Specialist must remain well-informed on Title IX, Title VI, Title VII, and related laws, campus and CSU systemwide policies, and best practices for prevention and education programming as well as conducting trauma-informed and compliant investigations.
