TITLE:
Human Resources Licensure Specialist
DESCRIPTION
The Human Resources Licensure Specialist oversees and administers all aspects of teacher/administrative certification/licensure for certificated/licensed staff. The Specialist also serves as the coordinator (with MSDE) of the certification process for professional staff.
REPORTS TO
Supervisor of Human Resources
MINIMUM QUALIFICATIONS
A Bachelor's degree in Human Resources, Education, Business Administration or a related area. A minimum of three years successful experience in human resources or related business experience. Public school system human resources experience, preferred. General knowledge of the organization and administration of public school systems, preferred. Demonstrated ability to create and conduct professional learning. Demonstrated ability to provide assistance, guidance and technical direction to others. Demonstrated ability to deal effectively with school system staff and the public. Must be pleasant and professional. Demonstrated ability to use office equipment and appropriate business software such as Microsoft Office and Access. Experience with HR process automation, interface applications, and other HR software applications. Preference for applicants with knowledge of human resources specific software such as Applicant Tracking, Aesop, and PowerSchool or the equivalent. Demonstrated ability to design, create and execute numerous projects using databases, graphs, charts and spreadsheets. Preference for applicants with experience working with National Board Teach Candidates Preference for Certification Authorized Partner Associate (CAPA) designation, or the ability to obtain the designation, and knowledge of Maryland teacher certification. Demonstrated ability to complete tasks with minimal supervision. Demonstrated ability to maintain confidentiality.
ESSENTIAL PERFORMANCE RESPONSIBILITIES
Licensure, including but not limited to Determine licensure eligibility of prospective teacher candidates; Counsel prospective teachers and employed teachers on state licensure; Respond to inquiries concerning licensure questions/issues Organize and conduct workshops annually on licensure guidelines and regulations; Process all required local and state licensure reports; Maintain all licensure records and documents needed for initial licensure and renewals; National Board Certification; Testing for certified staff and para-professionals; and, APC/NBC stipends Title I Qualifications of all staff including, but not limited to, teachers and instructional assistants Tenure & Evaluation Reports. Track the eligibility of teachers for tenure; Update annually at start of school year; Anytime someone achieves a new licensure type or tenure, the appropriate update needs to be made to these reports; Enter tenure information in eFinance Process pay changes when employees obtains certain licensures and/or degrees; such as, APL and Master's Pay increases. Responsible for keeping a real-time spreadsheet of employees and their qualifications for the Title I schools; answer questions each year for the Title I audit and/or Master Plan regarding qualifications and licensure procedures.
MSDE CPD
Liaison. Attend liaison meetings with the MSDE and know the rules about issuing

credit and print credit slips for A&S as requested. Develop and conduct training/information sessions in the area of licensure, staffing/recruiting, employment issues and other areas of human resources Compose letters and memos as needed Maintains the same level of ethical behavior and confidentiality about the school system and its operation as expected of all professional personnel. A breach of confidentiality may cause immediate termination. Other duties as assigned by the Supervisor of Human Resources
TERMS OF EMPLOYMENT
This position is a 12 month exempt position. Confidential Employee. Placement on the appropriate salary lane/step will be based on knowledge, skills and abilities related to this position.
