Job Description

Management Support Leave Specialist Bartow Administrative Center Blue Springs School District Position Summary:
The Management Support Leave Specialist provides comprehensive administrative and operational support for all employee leave programs across the school district. This position coordinates, tracks, and administers employee leave in compliance with Board Policy, as well as federal and state regulations, including the Family and Medical Leave Act (FMLA) and the Americans with Disabilities Act (ADA). The specialist serves as a primary point of contact for employees, supervisors, and HR staff on leave procedures, documentation, timelines, and return-to-work processes, while ensuring confidentiality, accuracy, and compliance with district policy and applicable laws. This job reports to the Executive Director of Compliance This position is a 260-day, 7.5 hr./day, full-time, benefits-eligible position. The starting salary range for this position is $42,744.52 - $68,340.52. Salary will be commensurate with full-time, parallel years of experience.
Essential Functions:
Administer all employee leave requests, including but not limited to
FMLA, ADA
accommodations, medical leave, parental leave, military leave, and district-specific leave programs. Determine employee eligibility and entitlement for protected leave based on applicable laws, contracts, and district policies. Coordinate the interactive process for ADA accommodations in collaboration with HR leadership, supervisors, and medical providers. Ensure compliance with federal and state regulations, including FMLA notice requirements, timelines, and documentation standards. Serve as a primary point of contact for employees requesting leave, providing clear guidance on procedures, required documentation, and employee rights and responsibilities. Communicate effectively with supervisors and administrators regarding leave status, anticipated absences, return-to-work requirements, and compliance considerations while maintaining confidentiality. Respond to inquiries related to leave balances, job protection, benefits continuation, and coordination with payroll. Maintain accurate, confidential leave records and supporting documentation in HR databases and employee personnel files. Track leave usage, timelines, certifications, intermittent leave, and return-to-work clearances. Generate reports related to employee leave, attendance trends, and compliance as requested by HR leadership or district administration. Coordinate with Payroll to ensure accurate pay, benefit deductions, and leave coding during employee absences. Work closely with benefits administrators, substitutes/absence management staff, and campus administrators to support continuity of operations. Assist in updating leave forms, procedural guides, and internal documentation to reflect regulatory or policy changes. Maintain strict confidentiality of medical, personnel, and sensitive employee information in compliance with HIPAA, FERPA, and district standards. Provide professional, empathetic, and consistent service to employees during sensitive and often stressful situations.
Other Functions:
Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Skills, Knowledge, and Abilities Skills are required to perform multiple tasks with a need to occasionally upgrade skills to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including pertinent software applications; planning and managing projects; communicating effectively, tracking and managing data from a variety of sources, and performing basic bookkeeping and record keeping. Knowledge is required to perform algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: state and federal leave laws as well as Board Policy provisions regarding employee leave; concepts of grammar and punctuation; basic bookkeeping principles; business telephone etiquette; and common office machines, technologies and software. Ability is required to schedule a number of activities, meetings, and/or events; gather and/or collate data; and use basic, job-related equipment and technologies. Flexibility is required to independently work with a diverse group of employees in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using standardized methods. Problem solving is required to analyze issues and create action plans. Specific ability-based competencies required to satisfactorily perform the functions of the job include communicating with stakeholders; maintaining confidentiality; researching, compiling and verifying data and reports, meeting deadlines and schedules; setting priorities; working as part of a team; and working with frequent interruptions.
Responsibility:
Responsibilities include working under limited supervision using standardized practices and/or methods; directing other people within a small work unit; monitoring budget expenditures. Utilization of some resources from other work units is often required to perform the job's functions. There is a continual opportunity to impact the organization's services.
Work Environment:
The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling, some climbing and balancing, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally, the job requires 75% sitting, 10% walking, and 15% standing. This job is performed in a generally clean and healthy environment. The noise level in the work environment is usually quiet to moderate. Experience:
Minimum of two (2) years of administrative experience, preferably in human resources, employee leave administration, or a public sector or school district environment
Education:
High school diploma or equivalent; associate's or bachelor's degree in Human Resources, Business Administration, or related field preferred.
