City of North Kansas City - 4.4 North Kansas City, MO Job Details Full-time $26.44 - $31.25 an hour 5 hours ago Qualifications Driver's License HR compliance Payroll systems (technically supported) Productivity software Full Job Description Summary of Duties The City of North Kansas City is seeking a Human Resources Generalist to support the full range of human resources functions for the municipal organization, including recruitment and selection, benefits administration, employee relations, compliance, and Human Resources Information System (HRIS) management. This position works under the general direction of the Human Resources Manager and serves as a key point of contact for employees and department supervisors across all City departments, including Police, Fire, Public Works, Parks and Recreation, and general administration. The ideal candidate is detail-oriented, discreet, and comfortable working within the structure of local government. Essential Duties and Responsibilities Manage full-cycle recruitment for City positions, including drafting job postings, screening applications, coordinating interviews, and conducting reference and background checks. Administer new hire onboarding and orientation, including completion of Form I-9, benefits enrollment, and policy acknowledgments. Administer employee benefits programs, including health, dental, vision, retirement, and voluntary benefits; serve as liaison with insurance carriers and benefits broker. Maintain accurate and confidential employee personnel files in compliance with federal, state, and municipal recordkeeping requirements. Support employee relations by responding to employee inquiries, assisting with performance management processes, and helping investigate and document workplace concerns. Ensure compliance with FLSA, FMLA, ADA, EEO, Missouri employment law, and other applicable local government personnel regulations and City ordinances. Assist in the administration of the City's classification and compensation plan, including salary surveys and pay equity reviews. Coordinate and track required employee training, certifications, and continuing education, including safety and compliance training. Maintain and update the HRIS/payroll system; prepare reports and metrics for the Human Resources Manager and Management as requested. Support workers' compensation claims administration and coordinate with the City's risk management function. Assist with Safety Committee. Assist with open enrollment, wellness initiatives, and employee recognition programs. Assist as a back up in the payroll processing function and processing monthly benefit invoices. Prepare correspondence, personnel action forms, and agenda items for City Council Meetings. Perform other related duties as assigned. Supervisory Responsibilities None Budgetary Responsibilities None Minimum Qualifications Bachelor's degree in Human Resources, Public Administration, Business Administration, or a closely related field; or an equivalent combination of education and experience. Minimum of three (3) years of professional human resources experience; public sector or municipal government experience preferred. Working knowledge of federal and Missouri state employment laws and regulations. Proficiency with Microsoft Office and HRIS/payroll software (e.g., ADP, or similar municipal systems). Valid Missouri driver's license and acceptable driving record. Ability to pass a pre-employment background check, drug screening, and reference verification. Preferred Qualifications PHR, SHRM-CP, or equivalent professional HR certification. Experience working within public service or collective bargaining environment. Familiarity with LAGERS (Missouri Local Government Employees Retirement System) or comparable public pension systems. Experience as a Benefits Administrator. Knowledge, Skills, Abilities and Competencies Strong interpersonal and communication skills, with the ability to handle sensitive and confidential information with discretion. Sound judgment and problem-solving ability in a fast-paced municipal environment. Strong organizational skills and attention to detail, with the ability to manage multiple priorities and deadlines. Ability to build effective working relationships with elected officials, department heads, employees, and the public. Ability to interpret and apply City policies, personnel rules, and applicable employment laws. Work Environment, Physical Demands, and Other Requirements Work is generally performed in a standard office environment at City Hall, with occasional travel to other City facilities for meetings, training, or interviews. Requires the ability to sit for extended periods, operate a computer and standard office equipment, and occasionally lift materials up to 20 pounds.
