Montrose Human Resources Office:
Review and prepare requests for new positions and increases in minimum hiring rates; participate in recruitment opportunities such as creating and evaluating responses to posting for positions; and attending job fairs or recruitment events and facilitating hiring events. The HRS 1 will also correspond with potential applicants about job opportunities; onboard new hires; prepare employment transactions in accordance with Civil Service Law; and oversee the administration of leave and benefits.Minimum QualificationsTransfer:
Current NYS employee with one (1) year or more of permanent or contingent-permanent, competitive service in a title at or above SG-16 and eligible for transfer to Human Resources Specialist 1 (SG-18) under Sections 70.1 or 52.6 of the NYS Civil Service Law OR a current NYS employee with one (1) year or more of permanent or contingent-permanent, competitive service in a title at or above SG-11 and eligible for transfer to Human Resources Specialist Trainee 1 or Trainee 2 under Sections 70.1 or 52.6 of the NYS Civil Service Law.NY HELPS
Non-competitive minimum qualifications: Human Resources Specialist Trainee 1: Candidates must have four years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition. Human Resources Specialist Trainee 2: Candidates must have five years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition. Human Resources Specialist 1: Candidates must have six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition. •Substitution:
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.Preferred Qualifications:

Candidates hired at the trainee level will be advanced to the full performance Human Resources Specialist 1 SG-18 following successful completion of the traineeship. The posted salary range ($60,655
