Job Description
Labor Relations Assistant Under general supervision, assists with the administration of City labor agreements. Assists with the negotiation of contracts and grievance settlements under the direction of the Chief Negotiator. Advises and trains management/supervisory personnel concerning labor relations issues. Assists in the development and administration of City labor relations policy. Performs other job-related duties as required.
High School Diploma or GED required. One year of full-time paid experience in governmental labor relations required. A basic knowledge of Microsoft Office Suites and general office equipment required. Valid State of Ohio Driver's License is preferred.

ESSENTIAL FUNCTIONS
Under direct supervision, the Labor Relations Assistant will be required to perform the following functions: Handles routine labor relations and human resource inquiries related to policies, procedures, and bargaining agreements; refers complex matters to appropriate management staff. Serves as the initial contact and liaison for intake of employee complaints. Serves, initiates and completes employee onboarding and offboarding processes involving Labor Relations. Utilizes and maintains case management software to track, organize and maintain Labor Relations tasks and activities. Performs intake and process departmental unemployment claims and hearings Working in conjunction with Labor Relations Unit, gathers information for employee relations matters such as harassment allegations, work complaints, or other concerns. Assists with recordkeeping related discipline and any other performance related matters of employees Research and collect information and/or data for cost assessment and policy implications of negotiations and disputes. This may include management and union proposals, pay scales and wages, benefits, working conditions, and other mitigating circumstances. Conducts surveys, interviews, and other research related matters regarding human resource policies, compensation, and other labor negotiations; collects information and reports results to Labor Relations Unit. Maintains knowledge and understanding of laws and regulations related to EEO, affirmative action, collective bargaining, unions, labor relations, and human resources. Assists with preparation of plans, policies, documents, and reports including but not limited to EEO-1, affirmative action plans, organizational charts, labor agreements, and employee handbooks. Assists with preparation of documents and records required for contract negotiations, meetings, and negotiations with employee and labor organizations. Performs other duties as assigned.Required Skills/Abilities:
Excellent verbal and written communication skills. Excellent interpersonal, negotiation, and conflict resolution skills. Excellent time management skills with the proven ability to meet deadlines. Strong analytical and problem-solving skills. Strong organizational skills Thorough understanding of laws, regulations, and guidelines related to human resources and contract negotiations. Candidate must be able to work up to 40 hours per week.
