Job description:
The City of East Cleveland is seeking a qualified Human Resources Generalist to support the daily operations of the Human Resources Department. This mid-level position is responsible for administering core HR functions including recruitment, employee relations, benefits administration, performance management, and compliance. The HR Generalist works collaboratively with City departments, employees, and leadership to ensure HR practices align with City policies, Ohio law, and applicable collective bargaining agreements, while supporting the City's mission of effective and equitable public service. Key Responsibilities Recruitment & Onboarding Coordinate recruitment and selection processes for City positions in accordance with Ohio civil service requirements and City ordinances. Prepare job postings, screen applications, schedule interviews, and assist department heads with candidate selection. Prepare and issue offer letters, employment agreements, and onboarding documentation. Coordinate new employee orientation and ensure completion of required employment forms, background checks, and training. Employee Relations Serve as a primary point of contact for City employees regarding HR policies, procedures, and workplace concerns. Assist with employee investigations, grievances, and disciplinary actions in compliance with City policy, collective bargaining agreements, and applicable laws. Support initiatives that promote a respectful, professional, and inclusive workplace culture. Benefits & Compensation Administer employee benefits programs, including health insurance, retirement systems, and leave benefits. Assist with payroll coordination, salary adjustments, step increases, and compensation administration. Respond to employee inquiries regarding benefits eligibility, enrollment, and compensation policies. Policy & Compliance Assist in the development, review, and implementation of City HR policies and procedures. Ensure compliance with federal and Ohio employment laws, including wage and hour, FMLA, ADA, and public-sector labor requirements. Support compliance reporting, audits, and personnel record retention in accordance with City and state requirements. Performance Management Coordinate performance evaluation processes, probationary reviews, and employee documentation. Advise supervisors and department leaders on performance management and corrective action procedures. Assist in identifying training and development needs for City employees. HR Administration Maintain accurate and confidential employee records in the City's HR Information System (HRIS). Track employee attendance, leave usage, and eligibility in accordance with City policy and union contracts. Prepare HR reports, metrics, and data summaries for City leadership as requested. Training & Development Coordinate mandatory training programs, including safety, compliance, and professional development. Assist with employee engagement, wellness, and workforce development initiatives. Typical Duties Include Preparing and distributing offer letters, pay notices, and official HR correspondence. Managing employee data, personnel files, attendance, and leave records. Assisting with employee engagement and recognition activities. Advising City management and department heads on HR policies, procedures, and best practices. Required Qualifications Bachelor's degree in Human Resources, Public Administration, Business Administration, or a related field. Three (3) to five (5) years of progressively responsible human resources experience, preferably in a municipal or public-sector environment. Working knowledge of Ohio employment laws and public-sector HR practices. Essential Skills & Competencies Strong knowledge of employment law and HR best practices, particularly within Ohio local government. Excellent written and verbal communication skills, with the ability to interact effectively with employees, supervisors, and elected officials. Proficiency with HR Information Systems (HRIS) and Microsoft Office applications. Ability to handle confidential and sensitive information with discretion and professionalism. Strong organizational, analytical, and problem-solving skills. Preferred Qualifications Experience working in a unionized municipal environment. Familiarity with Ohio civil service rules and public-sector compensation structures. HR certification (e.g., SHRM-CP, PHR, IPMA-HR) preferred.Job Type:
