Human Resources Director Position Summary The Human Resources Generalist performs a wide range of professional human resources duties in support of organizational operations and employees. This position is responsible for administering employee benefits, handling workers' compensation claims, assisting with employee relations matters, supporting labor relations activities, and ensuring compliance with applicable employment laws, policies, and collective bargaining agreements. The HR Generalist must be able to communicate effectively with employees, management, union representatives, and the public, including presenting information in meetings, trainings, and public settings. Essential Duties and Responsibilities The following duties are intended to describe the general nature and level of work being performed and are not intended to be an exhaustive list. Administer employee benefits programs including enrollment, changes, terminations, billing reconciliation, and employee education. Coordinate and manage workers' compensation claims, return-to-work processes, and communication with insurance carriers and medical providers. Respond to employee questions and concerns regarding policies, procedures, benefits, leave, and workplace issues. Assist with employee relations matters including investigations, conflict resolution, disciplinary processes, and performance management. Interpret and apply personnel policies, procedures, and employment laws. Work with union representatives and management regarding labor relations matters and collective bargaining agreement administration. Review and interpret union contracts to ensure compliance with contractual obligations. Assist with recruitment, onboarding, orientation, and employee retention efforts. Maintain employee records and ensure confidentiality of sensitive information. Prepare reports, presentations, and correspondence related to HR operations. Conduct employee trainings, orientations, and presentations to groups of employees and leadership. Represent the Human Resources Department in meetings, committees, and public presentations as assigned. Assist with policy development and implementation. Support payroll and leave administration processes as needed. Perform other related duties as assigned. Knowledge, Skills, and Abilities Knowledge of human resources principles, practices, and employment laws. Knowledge of employee benefits administration and workers' compensation processes. Understanding of labor relations and collective bargaining agreements preferred. Ability to interpret policies, procedures, and union contracts. Strong interpersonal and conflict resolution skills. Ability to maintain confidentiality and exercise sound judgment. Excellent written and verbal communication skills. Ability to effectively present information and speak in front of groups, employees, leadership, and the public. Strong organizational skills and attention to detail. Proficiency in Microsoft Office and HR/payroll software systems. Minimum Qualifications Minimum of three (3) years of human resources experience required. Experience administering employee benefits and workers' compensation preferred. Experience handling employee relations issues preferred. Experience working in a union environment or interpreting union contracts preferred. Bachelor's degree in Human Resources, Business Administration, Public Administration, or related field preferred. Professional HR certification such as SHRM-CP, SHRM-SCP, PHR, or IPMA-HR certification preferred. Valid driver's license may be required. Working Conditions Work is primarily performed in an office environment with occasional attendance at meetings, trainings, or events outside normal working hours. Position may require dealing with stressful situations and sensitive employee matters. Physical Requirements Ability to sit, stand, and walk for extended periods. Ability to communicate effectively in person and by telephone. Ability to lift and carry files and office materials up to 25 pounds occasionally.
