Executive Director ________________________________________ Primary Responsibility The HR and Payroll Specialist is responsible for overseeing human resources administration, payroll processing, benefits coordination, and employment compliance across the organization. This role ensures accurate, timely payroll; compliant HR practices; and consistent application of personnel policies. The HR and Payroll Manager supervises HR support functions and serves as the primary liaison between staff, leadership, and external payroll or benefits providers. This role ensures fair, consistent, and legally compliant employment practices while supporting supervisors through evaluations, discipline, and staff development processes. ________________________________________ Core Areas of Responsibility ________________________________________ 1. Payroll Administration & Processing Oversee accurate and timely payroll processing for all employees Coordinate payroll schedules, timekeeping systems, and approvals Ensure compliance with wage and hour laws, overtime rules, and pay classifications Resolve payroll discrepancies and employee payroll inquiries Coordinate payroll reporting and documentation ________________________________________ 2. Human Resources Administration Administer personnel policies, employee handbooks, and HR procedures Maintain employee personnel files and confidential HR records Support onboarding, offboarding, and employee status changes Coordinate employee verification, employment documentation, and records retention ________________________________________ 3. Employee Relations & Investigations Lead internal investigations related to employee conduct Ensure investigations are documented, timely, and compliant Advise leadership on findings and next steps Maintain confidentiality and procedural fairness ________________________________________ 4. Performance Management & Evaluations Coordinate employee evaluations with direct supervisors Ensure evaluations align with job descriptions and expectations Support corrective action processes Develop and oversee Performance Improvement Plans (PIPs) ________________________________________ 5. Policy Development & Compliance Maintain HR policies and employee handbook Ensure compliance with employment regulations Support audits and compliance reviews ________________________________________ 6. Benefits & Leave Administration Coordinate employee benefits enrollment and administration Manage leave tracking, including sick leave, PTO, FMLA, OFLA, and other applicable programs Serve as liaison with benefits providers and insurance carriers Support staff with benefits questions and enrollment processes ________________________________________ 7. Employment Compliance & Risk Management Ensure compliance with federal, state, and local employment laws and regulations Track and apply updates to labor laws, payroll requirements, and HR standards Support audits, monitoring visits, and compliance reviews Flag compliance risks or policy issues for Executive Director review ________________________________________ 8. Staff Support, Training & Supervision Supervise HR or payroll support staff, if applicable Provide guidance to managers on HR policies, documentation, and procedures Support performance management processes and documentation Coordinate required staff trainings and compliance certifications ________________________________________ 9. HR Systems, Reporting & Documentation Maintain HR and payroll systems and data accuracy Prepare HR and payroll reports for leadership as requested Support workforce planning through staffing and turnover data Ensure secure handling of sensitive and confidential information ________________________________________ Collaboration & Communication Works closely with: Executive Director (oversight, approvals, compliance) Business Office Manager & Finance team (payroll funding, reporting coordination) Program Directors and Managers (staffing and scheduling alignment) Administrative Assistant & Front Office Manager (records and documentation) External payroll processors and benefits providers ________________________________________ Short Description The HR & Payroll Manager oversees payroll, employee relations, evaluations, investigations, and compliance, ensuring consistent and equitable employment practices across the organization.
