Job Description

Are you interested in shaping positive workplace experiences across the Commonwealth? The Revenue and Insurance Human Resource Office is looking for a Human Resource Analyst 1 who is eager to learn, contribute, and make an impact by supporting employee relations. In this role, every day brings new challenges and a chance to further develop your human resource skills. Join us to play a key role in helping to resolve workplace issues and assisting leaders build strong teams! In this role, you will be supporting employee relations and labor management activities for the Revenue and Insurance Human Resource Office. Work involves research, communication, and problem solving across a wide range of workplace issues. As a Human Resource Analyst 1, you will perform the following duties:
Grievance Review:
Evaluate discipline and contractual grievance cases and take steps to gather facts and develop agency positions
Contract Guidance:
Provide interpretation of collective bargaining agreements and offer direction to supervisors and managers
Corrective Actions:
Assess disciplinary requests, recommend actions, and prepare related letters and documents
Investigation Support:
Participate in investigations involving sensitive matters and help prepare agency responses
Labor Relations Work:
Assist with negotiations, brief managers on contract changes, and support labor arbitration preparation
Training and Liaison Tasks:
Develop training materials and coordinate with other HR programs on employee relations topics
Work Schedule and Additional Information:
Full-time employment, 37.5 hours per week Work hours are negotiable between 7:30 AM to 5:00 PM, Monday - Friday, with a 30-minute lunch.
Telework:
You may have the opportunity to work from home (telework) part-time. You will be required to report in-office 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

QUALIFICATIONS
Minimum Experience and Training Requirements:
Successful completion of the Human Resource Management Trainee program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or One year as a Human Resource Assistant 2 or an Equal Opportunity Assistant (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); o r One year of paraprofessional analytical experience and a bachelor's degree; or An equivalent combination of experience and training.
