Full Job Description Job Summary :
Supervise the certification, recertification and maintenance of all eligible Supportive Services, Inc. parent case files. This position requires an understanding of CDSS Funding Terms and Conditions and the ability to effectively apply this knowledge to parent cases. As a supervisor, you will operate and maintain the agency's day-to-day computer data entry and act as a liaison between parents, providers, and the agency's Case Management Department. This is an on-site position; remote or hybrid work arrangements are not available.
Supervisory Responsibilities:
- Directly Supervise the Case Management Department
- Interviews prospective employees and recommends the applicant based on skills, knowledge, and abilities required for the position. Final personnel decisions remain with the Program Director.
- Assist with performance evaluations, as deemed necessary
Non-Exempt Duties/Responsibilities:
1. Maintain regular attendance in accordance with agency scheduling and attendance policies. 2. Supervise the Case Management Department and resolve issues related to the Case Management Unit. 3. Monitor the workflow of each Case Manager. As necessary assist Case Managers in meeting compliance deadlines for processing. 4. Responsible for all data entry in the process of inputting families' information. 5. Review daily staffing and determine availability. 6. Perform a monthly audit of Case Manager's client files to verify family eligibility, adherence to Funding Terms and Conditions, and that all necessary compliance dates have been met. 7. Serve as support and a substitute/back up for Case Managers when they are absent. This includes seeing prescheduled appointments, checking their voicemail, and processing client files with approaching deadlines. 8. Provide coaching regarding processing errors and corrective measures that will address the noted error(s). 9. Assist in the determination of families' eligibility for program during placement of new families and the evaluation of current families during recertification. 10. Develop processing procedures to establish families' eligibility for subsidized child care services. 11. Revise caseload assignments as deemed necessary. 12. Conduct a weekly review of the Case Management Reminder Report, monitor upcoming compliance deadlines, and implement appropriate follow-up actions to ensure timely case processing. 13. Review and prepare client files for agency audits (internal and external). 14. Complete employee performance reviews and conduct monthly 1:1 meetings with department team-members to provide coaching, feedback, and performance support. 15. Meet with Department Administrators and the Case Management Trainer to plan Case Management meetings. 16. Meet with the Case Manager Trainer weekly to discuss progress of Case Manager Trainees and any difficulties the trainees might have. 17. Manage a small caseload of eligible families. 18. Complete the monthly "Timing Out" report for families who are transiting from the CalWorks Stage Two fund source to the CalWorks Stage Three fund source. 19. Monitor the Family Recertification process to ensure recertifications are completed within required timeframes and all compliance deadlines are met. 20. Will perform any additional duties as deemed necessary by Administrative Staff.

- Demonstrated ability to leverage AI tools responsibly and ethically to improve efficiency, accuracy, compliance monitoring, and decision-making while maintaining confidentiality and data security.
- Thorough knowledge of state subsidized child care programs, eligibility requirements, and applicable Funding Terms and Conditions.
- Ability to coach and correct performance issues in a timely and constructive manner.
- Ability to lead departmental change initiatives and promote a culture of accountability, compliance, and continuous improvement.
Education and Experience:
- Bachelor's degree in Child Development, Sociology, or a related field required; OR
- High school diploma (or equivalent); AND minimum five (5) years of progressively responsible experience in state subsidized child care program within a nonprofit or public agency, including at least seven (7) years in a supervisory or management role.
- Demonstrated experience managing government-funded programs, including compliance with State and Federal regulations, reporting, and contract requirements.
- Knowledge of child care and development programs, including subsidy systems, case management, and provider payment processes.
- Experience developing and implementing policies, procedures, and quality assurance systems.
- Proven ability to supervise staff, manage performance, and support team development.
- Experience working with diverse communities and populations, including income-eligible families.
- Familiarity with California Department of Social Services (CDSS) programs and requirements strongly preferred. : Depending on the organizational needs, the ability to type 50 words or more per minute may be required. Performance Expectations
- Maintain departmental compliance rates of 95% or higher.
- Complete required monthly file audits by established deadlines.
- Keep department error rates at an acceptable level as established by agency leadership.
- Ensure staff performance reviews are completed on time.
