Job Description

The Human Resources Service Delivery Division (HRSD) within the Department of Human Resources (DHR) seeks a career service Senior HR Analyst to join the Talent Acquisition Team. This is an exciting opportunity for a seasoned HR professional who comes with proven success leaning into collaboration; approaching challenges as a business partner who is focused on reaching shared objectives. This recruitment may be used to create an eligibility pool to fill additional career service, term-limited temporary, or special duty assignment Senior HR Analyst vacancies that may occur within the next 6 months. The individual selected will provide centralized support to King County agencies who employ a combined 19,000 employees. They will bring genuine curiosity to conversations; and a knack for sharing knowledge and experience constructively. You will co-create solutions and tools that meet the needs of our partner agencies. Reporting to the Talent Team Supervisor, the successful candidate will bring exceptional interpersonal skills that they will use to build trusting and authentic relationships with HR staff in every agency. These connections will ensure that we have standardized recruitment and selection practices that are candidate friendly, efficient, and conducted with an equity lens. Our ideal candidate has thoughtfully and intentionally chosen talent acquisition as their career choice. If you are selected for this position, you will be supporting the standardization of our recruitment workflows and developing strategies to increase the integrity of our talent data. You'll also create and develop recruiter training to empower our Human Resources teams to efficiently deliver excellent recruitment services. As a key member of the Talent Acquisition Team, you will share in the responsibility of building our resources and tools to equip our internal partners within the County to standardize our recruitment workflows, build on our data integrity, and attract a high performing, diverse workforce. The successful candidate will champion our values of equity, inclusion and belonging and will: Provide expert consultation on complex recruitment scenarios grounded in current KC code, applicable Collective Bargaining Agreements (CBAs), and relevant policies, laws and guidance, while demonstrating excellent interpersonal skill and political savvy as needed. Approach data with a deep knowledge of HR and specifically talent. Bring strong proficiency in data collection, analysis, and reconciliation, along with the ability to interpret data insights that drive operational clarity and informed and decision making. Build credibility by approaching work projects with an open mind and as a collaborative business partner, while maintaining compliance within relevant frameworks. Be a champion in the adherence of the recruitment workflows, tools, and established guidance. Navigate conversations that may challenge conventional norms, thinking, and behaviors, emphasizing inclusion as a foundational value. Thoughtfully acknowledge the importance of the public service elements of the role and the long-term impact that can be gained by moving toward critical outcomes. Thrive working as part of a team and have a genuine collaborative, consultative style in the approach to your work. Be kind and approachable, with strong communication skills that begin with authentic curiosity. Utilize substantial knowledge of compliance and best practices in recruiting, screening, assessing and selecting individuals for public sector positions, provide guidance, support and direction to HR staff and others. Act as a subject matter expert in the efficient use and maintenance of information in NEOGOV. Develop and deliver internal training to increase knowledge and proficiency in the delivery of talent services. Promote King County as an Employer of Choice by being knowledgeable about the overarching goals of the County, the benefits of being a King County Employee, and general knowledge about the benefits of living and working in the Pacific Northwest. Provide consultation, support and training as it relates to the recruitment practices, workflows, information, tools, and resources. Lead the execution of staffing and recruiting strategies, identification of solutions to talent shortages. Identify opportunities to engage with and source applicants through on-line social media, and/or community and networking events. Lead in the achievement of talent acquisition initiatives to include outreach, branding and building on the library of talent acquisition resources available to County HR practitioners. Evaluate existing tools, systems, practices and procedures to identify potential barriers that may impact potential job seekers or HR practitioners. Continually monitor market conditions as related to talent needs across the County. Manage and perform full-cycle recruitment processes for complex roles and/or senior/executive leadership as needed.
Knowledge of:
Human resources principles, practices, legal environment and trends, specifically as related to recruitment and selection. Principles, practices and knowledge related to public sector recruitment and selection including: Staffing, workforce planning, budgeting, and authority Classification and compensation principals Employee benefits programs, practices, and laws Labor contract negotiation and collective bargaining agreements Skill in: Data analysis and application in workforce planning and talent acquisition activities: Ability to gather data and conduct complex analysis of information Identify gaps and potential solutions to increase equity in activities and outcomes Effectively present statistical and narrative information to all audiences Training curriculum development and delivery to diverse audiences. Problem-solving, consensus gathering, and decision making. Interpreting, explaining and applying pertinent laws, rules, regulations, policies, guidelines. Providing effective and legally defensible consultation and recommendations on a full range of issues in talent acquisition. Qualified candidates will possess the following minimum qualifications: Bachelor's degree in business administration, Human Resources, or a related field AND Five years of increasingly responsible professional-level talent acquisition experience in a public sector role that includes: Independently conducting multi phased full-cycle recruitment/selection processes across a broad spectrum of disciplines Proficiency with NEOGOV Insight and the ability to conduct complex system data analysis and reconciliation. Developing and delivering NEOGOV Insight training as well as other courses designed to equip HR professionals with essential knowledge regarding recruitment and selection. OR any equivalent combination of education and experience that clearly demonstrates the ability to perform all the essential duties of the position. Desirable qualifications that will be helpful in this role: Demonstrated success in conducting executive/senior leadership recruitments. Providing consultation to leadership in regard to talent trends, best practices, and outcomes.
Other position information:
Work Schedule This position is exempt from the provisions of the Fair Labor Standards Act and therefore not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday. Union Membership This position is represented by Teamsters Local 117 Professional & Technical.
Teleworking Requirement:
This position works a hybrid schedule of remote and onsite work, requiring work in the office at least three days a week. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104. Hybrid work schedules and/or work locations are subject to change based upon operational necessity. King County has a robust collection of tools and resources to support working remotely. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
