We are currently seeking experienced candidates for the position of Senior Human Resources Systems Analyst . The CSU Chancellor's Office is the headquarters for the nation's largest and most diverse system of higher education. Salary The anticipated salary hiring range is up to $100,008 per year, commensurate with qualifications and experience. Premium Benefits Comprehensive Health, Dental, and Vision Benefits Generous vacation plan 15 paid holidays a year Tuition waiver education program (also applies to eligible family members) Membership in the California Public Employees Retirement System (PERS) More details here: Comprehensive Benefits Package Classification Confidential Technical Support- PSL III Position Information The California State University, Office of the Chancellor, is seeking a Senior Human Resources Systems Analyst to independently perform specialized administrative and analytical duties and provides timely and effective general advice across Shared Services as it pertains to the usage of various technology systems.
- Troubleshoots various PeopleSoft issues in conjunction with Shared Services users, baseline (Chancellor's Office system-wide support group) and the State Controller's Office (SCO).
- Utilizes PIMS and CIRS (State Controller's Office payroll and reporting system) to analyze and troubleshoot coordination of benefits between the Chancellor's Office (CO) and SCO.
- Provides technical specifications for user reports (working closely with the technical teams in the development).
- Assesses documentation and training needs for the Shared Services team and develops and delivers as required. Includes determining the proper training methodologies for each intended target population.
- Develops and communicates changes in PeopleSoft that impact Shared Services technology systems.
- Develops, facilitates and tracks small
- and large-scale projects, which include the development of modifications that increase CHRS efficiency and productivity.
- Develops and conducts training to ensure adoption and effective usage of changes and enhancements
- Utilize Project Management tools, standards and best practices in all phases of project work.
- Reviews and leads implementation of newly approved functionality.
- Provides Shared Services team members with recommendations on business processes, policies, and training related to CHRS and integrated third-party systems.
- Represents Shared Services systemwide and CHRS Application Development with Subject Matter Experts as appropriate, and, as assigned, to represent Shared Services at User Group and Functional Team Meetings at a system-wide level to execute necessary actions.
- Stays informed of industry standards and current and future practices in Higher Education through participation in conferences and user group meetings, etc.
- Coordinates and tests fixes, patches, releases, and bundles to ensure system stability and performance.
- Develops sound conclusions and recommendations and approves changes to security roles as it pertains to various Shared Services HRIS systems.
- Creates and tests data queries, trains end-users in their use, oftentimes collaborating with technical programmers to identify data elements for large scale reporting needs.
- Runs queries, and provides data and information used in the preparation of or in response to labor negotiations and related activities,
- Documents activities and provides regular status reports for all levels of management as needed.
- Manages and safeguards highly sensitive information related to collective bargaining, grievances, and labor relations cases, including Public Employee Relations Board (PERB) and arbitration matters, ensuring strict confidentiality and compliance.
Qualifications This position requires:
- Bachelor's degree in technology or related functional area or an equivalent combination of education and experience is required.
- 7 years of demonstrated experience working with HRIS software and systems in a fast-paced, demanding and evolving environment.
- Experience in benefits operations or closely related field (Human Resources, Payroll, Retirement Administration).
- Experience in developing and designing technology systems (e.g. databases). Experience using collaborative software such as SharePoint.
- Experience in Human Resources in higher education.
- Experience with policies, procedures, and outside regulations pertaining to Human Resources Information Systems.
- General understanding of the development implementation life cycle, including requirements gathering, gap analysis, application configuration, functional specifications, system integration, reporting functions, product enhancement and support.
- Highly proficient in developing complex reports using Excel (pivot tables, lookup formulas, graphs, etc.) with strong attention to detail and accuracy.
- Knowledge of administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies.
- Knowledge of Oracle/PeopleSoft HCM modules or equivalent ERP and data warehouse tools (administration and reporting).
- Knowledge of, and experience with the
CSU CHRS
PeopleSoft Benefits Administration module.- Knowledge of and ability to apply standard theories, principles, practices, and techniques applicable to and management of assigned modules of the HRIS System, to gather information, develop conclusions and make recommendations.
- Knowledge of policies, procedures, and outside regulations pertaining to HRIS.
- Skilled in investigating and analyzing problems with broad administrative impacts and implications.
- Demonstrated consultative skills in working with internal and external constituent groups.
- Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive and develop strategic solutions.
- Ability to work with representatives from public and private entities and handle potentially sensitive information and situations.
- Ability to gather and analyze large data sets, propose and present concise recommendations to large user-groups and a variety of stakeholders.
- Ability to anticipate problems and address them proactively.
- Ability to effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus.
- Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved.
