Job Description

The Recruitment Specialist is responsible for supporting the operational goals of Corning Community College by managing the employee recruitment life cycle with a commitment to creating an optimal workforce that enhances the College's student experience. The Recruitment Specialist will work closely with hiring managers to understand division/departmental needs and create effective processes to strengthen recruiting and hiring outcomes. This position will ensure compliance with established interviewing and hiring guidelines and policy, as well as applicable local, federal, and state law. The Recruitment Specialist maintains an excellent command of diversity issues in recruitment and identifies recruiting sources that will create opportunities for increasing diversity within the college workforce. Occasional meetings at different CCC locations and in the community may be required; travel to conferences and/or recruiting events may be required. Prolonged time sitting/standing working with computers and monitors, ability to walk/move across campus including walking up and down stairs and for travel, ability to lift up to 20 pounds (occasionally may be more), repeated motions may include keyboard typing. Able to travel as needed. Typical office and indoor building environments, outdoor activity is required as related to travel and outdoor recruiting events. Talent Acquisition (70%) - Responsible for the recruitment, hiring and onboarding of all college employees including faculty, adjunct faculty, professional, civil service, student workers and part time staff Oversees and implements recruitment efforts and processes including sourcing/advertising, screening candidates, search committee guidelines and training, requesting Civil Service lists and sending out canvas letters, presenting job offers and the onboarding process Partners with hiring managers to clarify expectations of the job/job description requisition requests, postings, and compensation analysis relative to collective bargaining agreements Creates and enters search committee matrix in NeoGov. Reviews and approves interview questions to ensure equitable and consistent practices. Prescreens applicants and serves as the contact person for candidate inquiries and questions regarding salary and benefits Expands and continually looks for outreach and recruitment opportunities to diverse populations including ethnicity, race, ability and veterans. Tracks metrics to determine the advertising locations with the best return on investment Exercises the highest level of confidentiality and judgment in accordance with college policy to determine appropriate action. Promotes data integrity and enforces data standards Onboarding (20%) - Completes appropriate post-offer items such as background checks and transcript requests based on the position and with respect to the collective bargaining agreements As needed, provides training and answers questions for new hires regarding the onboarding forms Miscellaneous (10%) - Participates in New Hire Orientations Analyzes compensation and position grade structure Other relevant duties as assigned Basic understanding of recruitment processes (sourcing, reviewing resumes, screening, interviewing, making job offers, onboarding). Working knowledge of principles and practices of human resources Thorough knowledge of Microsoft Office software applications Excellent verbal and written communication skills Ability to establish and maintain professional relationships and work with individuals at all levels of the organization Ability to organize, prioritize, and meet changing demands Must be able to multitask and respond to multiple demands often with short deadlines Demonstrates commitment to accomplishing work in an ethical, efficient, and cost-effective manner Ability to effectively convey information verbally and in writing, demonstrate effective listening skills, and display respect for and openness to other people's ideas and thoughts Ability to accept changes to job requirements, policies, workload, etc., as well as learn new methods, procedures, or techniques resulting from change with the ability to clearly approach problems and find solutions Demonstrates support for the College's goal of becoming a more diverse, inclusive, and culturally aware community and practicing anti-racist/biased behaviors Proactively engage with annual training modules to maintain up-to-date knowledge of college policies, legal standards, and best practices. Completion of assigned mandatory annual compliance training is essential for this role. Associate's degree in Human Resources, Business Administration, or related field, or equivalent combination of education and relevant experience Experience in effective, proactive recruiting/candidate sourcing and entire cycle of recruitment process Demonstrated ability to work independently
Preferred Qualification:
Bachelor's degree in Human Resources, Business Administration, or related field At least three (3) years' experience with Human Resource functions to include recruiting and hiring. Experience in higher education environment
