Job Description

Keystone Human Services is currently seeking a full time Recruiter to manage full-cycle recruiting for assigned regions. As a Recruiter you will partner closely with hiring managers to define needs, source and assess candidates, facilitate the interview process, and drive a timely, high-quality hiring process that reflects Keystone's mission and values. Job Details:
Full-time, Exempt Hybrid (2 days in the Harrisburg office, 3 days remote) S50,000 per year (may increase based on experience)
Key Responsibilities:
Manage full-cycle recruiting from intake through offer acceptance, ensuring a strong candidate experience Partner with hiring managers to clarify role requirements, align on strategy, and keep searches moving Source candidates through multiple channels (LinkedIn, job boards, events, referrals, networking) to build diverse pipelines Conduct phone/video/in-person prescreens and interviews; evaluate skills and job fit Create clear, inclusive job postings and candidate communications aligned with company values Facilitate the interview process and guide stakeholders through selection and offer processes Support onboarding and maintain required hiring documentation in compliance with licensing requirements and employment laws Serve as an ATS resource for assigned regions (training, process guidance, and data quality) Track recruiting activity and metrics; recommend improvements to strengthen speed, quality, and compliance Prepare reports and share updates in hiring/operations meetings Stay current on federal, state, and local employment laws; follow company policies and procedures Participate in cross-functional projects and perform other duties as assigned
Qualifications:
High school diploma or equivalent Bachelor's degree in human resources, business administration, or a related field, preferred Two years of full cycle recruitment experience, ideally in human services or healthcare (An equivalent combination of education and experience providing the required skill and knowledge will be considered) Working knowledge of employment laws and compliance practices Experience using an applicant tracking system (ATS) and HR systems Strong communication, organization, and relationship-building skills Ability to manage multiple priorities in a fast-paced environment Valid driver's license with daily access to a privately maintained and insured vehicle Successful completion of the pre-employment process, including clearances and verifications Keystone Human Services prohibits discrimination against qualified individuals based on their status as protected veterans or individuals with disabilities and prohibits discrimination against all individuals based on any category protected by applicable federal, state, or local law.
