Immediately Job Description Position Summary The Regional Recruiter & Substitute Coordinator serves as the primary point of contact for substitute employees and assigned school district partners within a designated region. This role is responsible for daily staffing operations, full-cycle recruiting, workforce management, and relationship building to ensure exceptional service delivery and staffing performance. Success in this role requires balancing immediate staffing needs with long-term workforce planning. The ideal candidate thrives in a fast-paced environment, takes initiative, builds strong relationships, and is passionate about helping schools maintain consistent, high-quality substitute coverage.
Key Responsibilities:
Daily Staffing & Workforce Management
  • Serve as the primary coordinator for daily and long-term substitute staffing needs within assigned districts.
  • Review, prioritize, and fill substitute requests to ensure classrooms remain staffed and instructional continuity is maintained.
  • Monitor open assignments and proactively secure coverage for unfilled vacancies and last minute absences.
  • Utilize substitute management systems to assign, confirm, and track placements.
  • Maintain a strong pipeline of available substitute teachers and support staff to meet district demand.
  • Analyze staffing trends and workforce needs to proactively address shortages and improve fill rates.
  • Partner with internal teams and district leaders to support the company's commitment to maintaining a 98%+ fill rate. Full-Cycle Recruiting
  • Manage the full recruitment lifecycle, including sourcing, screening, interviewing, hiring, onboarding, and retention.
  • Develop and execute recruiting strategies to attract qualified substitute teachers and support staff.
  • Manage job postings across ATS, external job boards, social media platforms, referral programs, and other recruitment channels.
  • Conduct interviews, verify qualifications, and facilitate onboarding activities.
  • Build and maintain a robust pipeline of qualified candidates to support current and future staffing needs.
  • Represent CASS at recruiting events, job fairs, and community outreach initiatives as required. District & Employee Relationship Management
  • Serve as the primary staffing partner for assigned school districts and substitute employees.
  • Build and maintain strong relationships with district administrators, campus leaders, and key stakeholders.
  • Communicate regularly with district partners regarding staffing needs, service levels, and workforce trends.
  • Support substitute employee engagement, performance management, and retention initiatives.
  • Respond promptly and professionally to staffing requests, concerns, and service-related issues.
  • Collaborate with district partners to identify opportunities for continuous improvement and service excellence. Compliance, Reporting & Performance Management
  • Ensure all substitute employees meet district, state, and company requirements.
  • Maintain compliance with onboarding documentation, certifications, background checks, and district-specific requirements.
  • Track recruiting activity, fill rates, retention metrics, assignment coverage, and client satisfaction.
  • Maintain accurate employee and staffing records.
  • Participate in weekly operational meetings and recommend process improvements that enhance service delivery and efficiency.
Qualifications Required:
  • Bachelor's degree or equivalent professional experience.
  • Minimum of two years of experience in recruiting, staffing, workforce management, or a related field.
  • Strong communication and relationship-building skills.
  • Excellent organizational and time-management abilities.
  • Ability to prioritize multiple responsibilities in a fast-paced environment.
  • Proficiency with recruiting platforms, ATS systems, and Microsoft Office Suite.
  • Experience in managing client relationships and service delivery.
