The official title of the position is Supervisory Human Resources Specialist (Talent Acquisition), GS-0201-14. Duties Help Reporting to the Deputy Chief Human Capital Officer, the Chief of the Talent Acquisition Branch will provide stregic and tactical leadership of the Architect of the Capitol's (AOC) talent acquisition program. As a stregic business partner, the selected candide will have primary responsibility for planning, developing and executing progressive talent acquisition stregies and processes involving a predominantly Federal Wage Grade workforce in addition to General Schedule staff. This key role leads and manages the end-to-end candide experience, including sourcing, tracting, recruiting, screening, acquiring and onboarding highly skilled candides to meet the agency's current and future workforce requirements.Major Duties :
Leads, supervises, coaches and guides the work of a team of human resources professionals supporting the effective delivery of AOC's talent acquisition program. Identifies and executes innovive recruitment stregies, including digital efforts, hiring events, outreach efforts, and proactive sourcing to enhance the AOC's employer branding efforts. Provides guidance on talent acquisition activities, programs, policies, appointment authorities, and other recruitment considerions to support all AOC organizions. Utilizes a suite of automed human resources informion systems for talent acquisition, personnel actions processing, payroll and other electronic tools used in day-to-day operions. Leverages da analytics, specifically time-to-hire metrics, to inform continuous process improvements to ensure the timely acquisition of talent for AOC position vacancies. Engages and collabores with hiring managers, delivering expert management advisory services as a trusted partner to understand their mission, talent needs and desired candide profiles. Develops and provides supervisory training to managers, supervisors and point-of-contacts on relevant human resources policies and procedures. Advises on complex qualificions determinions and provides ongoing consultion with hiring managers on the selection and interview process. Responsible for policy development and program implemention in accordance with relevant law, regulions, standards, policies and precedents of the Architect of the Capitol and U.S. Office of Personnel Management. Experience in applying comprehensive technical knowledge of human resources reled laws, regulions, policies, principles, and practices to develop, administer and manage talent acquisition activities (i.e. sourcing, recruitment, selection and onboarding processes for Federal Wage Grade and General Schedule position vacancies, reviewing and approving HR-reled actions and other talent acquisition activities). 2. Experience with developing talent acquisition policies and procedures, automed recruitment systems stregies, vacancy announcements, and certifices of candides for referral. 3. Experience providing expert knowledge in talent acquisition human resource specialty areas (e.g., recruitment, candide assessments, pay setting, special hiring/appointment authorities and/or use of incentives) in order to provide advice and guidance in the development of solutions to very complex problems and to advise on best course of action. 4. Experience in providing continuing advice and guidance in areas th include, but are not limited to, career staffing, processes and procedures, appointment authorities, and comprehensive talent acquisition activities. 5. Experience advising staff, managers, supervisors, program managers, and/or points-of-contact involving recruitment, pay issues or other relevant concerns.
