Learn more about Louisiana Works The Administrator (Director of Workforce Alignment and Outcomes) provides executive leadership to align Louisiana's education and credentialing systems with real-world employment outcomes. This role serves as a senior subject matter expert, ensuring that statewide training pathways are structurally integrated with employer demand and state economic priorities. The Office of the Secretary (OOS) is responsible for setting the overall vision, mission and long-term goals of the department. OOS provides leadership and management of all departmental programs, communicates departmental direction, ensures the quality of services provided, and fosters better relations with all stakeholders, thereby increasing awareness and use of departmental services.
Job Duties and Other Information Job Details:
Serve as the agency's primary subject matter expert on education-to-workforce alignment and the implementation of short-term credential funding. To also serve as a key liaison to the Education-to-Workforce Alignment Advisory Council, driving policy recommendations that bridge the gap between classroom training and the state's labor market. Lead the development, policy framework, and statewide implementation of Workforce Pell, ensuring federal compliance and accessibility for high-demand training. Direct the strategic alignment of the MJ Foster Promise Program, TOPS Tech, TOPS Tech Early Start, and Industry-Based Certification state lists with employer demand. Develop and implement a comprehensive governance framework for the State Workforce Development Board (Workforce Investment Council) to enhance oversight, accountability, and strategic impact of the state's workforce development system. Provide high-level policy guidance related to the Workforce Innovation and Opportunity Act (WIOA) and ensure the state's governance structure meets or exceeds federal requirements. Lead strategic planning efforts for the WIC, ensuring council recommendations are data-driven and aligned with the state's workforce development. Track federal rulemaking and guidance to proactively adjust state workforce governance and policy. Provide strategic leadership for the LASTEM program, focusing on its role within the larger workforce development landscape. Oversee the LaSTEM program, directing the statewide STEM strategy to ensure it functions as a critical pipeline for Louisiana's key industries. Ensure structural alignment between LaSTEM and the broader workforce system, integrating STEM initiatives into regional workforce strategies. Coordinate with Louisiana's regional STEM networks to ensure local programming matches regional employer needs, workforce development needs, and economic development goals. Manage the implementation of statewide initiatives involving stakeholders such as the Louisiana Department of Education, the Louisiana Board of Regents, LCTCS, etc. Develop implementation plans, timelines, and performance indicators for new legislative or executive mandates regarding workforce.
