Opportunity:
Our client's are seeking a dynamic, mission-driven Program Director to lead the implementation of its U.S. Department of Labor YouthBuild program, serving opportunity youth ages 16-24 in North Philadelphia. This leader will oversee all aspects of program operations, ensuring compliance with federal YouthBuild regulations, achievement of performance outcomes, and successful delivery of integrated education, occupational training (construction/welding and healthcare), leadership development, and supportive services.
Client's Summary of Responsibilities:
Program Leadership & Management Lead end-to-end implementation of the YouthBuild grant program serving approximately 66 participants over two years Oversee program structure aligned with 50% education, 40% occupational training, and 10% leadership development Ensure program alignment with U.S. Department of Labor YouthBuild regulations and WIOA performance indicators Supervise program staff including instructors, case managers, job developer, academic tutor, and support staff Compliance & Performance Management Ensure full compliance with federal reporting, documentation, and data tracking requirements (e.g., measurable skill gains, credential attainment) Monitor program outcomes including:
  • High school diploma attainment
  • Industry credential completion (NCCER, NHA, etc.)
  • Placement in employment, apprenticeships, or postsecondary education Oversee case management systems and Individual Service Strategies (ISS) Workforce & Employer Engagement Lead employer engagement strategy across construction, shipbuilding, and healthcare sectors Chair and facilitate Workforce Advisory Committee (WAC) meetings with industry partners Collaborate with partners including:
  • PhilaWorks and PA CareerLink
  • Registered Apprenticeship sponsors and unions
  • Healthcare and construction employers Ensure development of work-based learning, internships, and job placement pipelines Program Operations & Partnerships Coordinate partnerships with education, workforce, and community organizations Oversee construction and healthcare training pathways, including credential alignment Ensure integration of academic instruction, AI literacy, and career technical education Maintain strong relationships with postsecondary institutions and service providers Fiscal & Grant Management Manage program budget (approximately $1.
5M federal + $375K match) Oversee resource allocation, staffing costs, and program expenditures Ensure fiscal compliance with DOL grant requirements Participant Success & Support Systems Ensure delivery of:
  • Comprehensive case management
  • Supportive services (transportation, housing, childcare, etc.)
  • Leadership development programming and community service Oversee 12-month follow-up services to support retention in placement
Client's Required Skills & Experience:
Bachelor's degree in Education, Workforce Development, Social Services, or related field (Master's preferred) 5-7+ years of experience in workforce development, youth programming, or grant-funded programs 3+ years in staff supervision and program leadership Experience managing federal or state grants (WIOA, DOL, or similar preferred)
