NAVFAC Training Support Analyst Port Hueneme, CA Job Details Full-time 1 day ago Qualifications Meeting minutes Stakeholder engagement Contract review Document review (document control) Logistics management Event coordination Gap analysis Collaborating with government agencies Research DoD experience Analysis skills OEM Senior level Training Stakeholder management 10 years Full Job Description Training Specialist, NAVFAC Training Support Agency FITT Scientific is seeking a Training Specialist with experience in Navy Manpower, Personnel, and Training (MPT) requirements analysis, planning, and acquisition. The position supports the planning, determination, and documentation of MPT for the Navy's Tactical Wheeled Vehicle program. It also provides maintenance MPT guidance and subject matter expertise for CESE, CEEI, C4I, and non-2C commodities across Expeditionary Basing, Ground Vehicles, and Construction. This role directly supports the Naval Facilities Engineering Systems Command (NAVFAC) Training Support Agency (TSA) at Port Hueneme, CA.

Stakeholders :
Serve as liaison with service partners, program managers, training agencies, SYSCOMs, TYCOMs, user groups, and the Navy Manpower Community throughout MPT requirements development, including research, drafting, review, and approval. Liaise with Training Agencies (TA), schedulers, and customers across the User Community. Provide logistical oversight while planning initial and interim training events to resolve competing schedules and priorities, the provisioning of training systems, facilities and resource requirements for the end-user.
Review Acquisition Documents :
Evaluate acquisition strategies, buy plans, SOW's/PWS's; logistics support plans, contract specs, and related documents to ensure alignment with MPT concepts for training, staffing, and programming needs. Provide MPT input on Procurement Characteristics Input Sheets and advise program managers on new acquisitions and related training implications.
Analyze Training Requirements and Develop Training Support Processes :
Assess processes, procedures and equipment needed to train Navy personnel on new and modernized systems. Recommend and coordinate procedures for acquiring and supporting initial, interim, and sustainment training, including related devices, materials, equipment, and simulations.
Assess and Evaluate Training :
Assess OEM/vendor training materials and events, ensuring both short/long-term training goals and readiness objectives are met through collaboration with USFF, Fleet Commanders, Resource Sponsors, and program managers. Review technical materials, conduct site visits, and determine requirements for training logistics, equipment, and simulation support. Analyze the training impact of Engineering Change Proposals. Identify and document training gaps in collaboration with OEMs, training agencies, and configuration managers; recommend corrective actions.
Support Meetings and Reviews :
Plan, attend, and brief at MPT-related conferences and working groups (e.g., MPT Advisory, IPTs). Document and distribute agendas, minutes, and action items. Assess OEM operator and maintenance manuals from a training perspective to ensure accurate procedures for setting up, operating, and maintaining systems. Report findings to relevant logistics managers.
Prepare Training Documentation :
Research and write initial drafts of ULSS training and manpower submissions. Coordinate inputs within and outside the TSA to document training requirements. Assist the PM in the development, coordination, and execution of training transfer agreements. Conduct PQS/JQR deliverables for associated requirements. Required Qualifications Minimum 10 years professional experience in: Navy Expeditionary Combat Force equipment operations and training requirements. Applying DoD, MIL-HNDBK, SECNAV, OPNAV, and Naval Education and Training regulations and policies affecting MPT planning, analysis, design, development, implementation, and evaluation. Directing, planning, or administering Force Training requirements (e.g., coordinating events, resources, manpower while identifying training gaps and recommending corrective actions). Experience using database driven tools such as Human Analysis Requirements Planning System (HARPS) and Fleet Training Management Planning System (FLTMPS). Experience developing training solutions while utilizing the PADDIE model. Position should be within reasonable commuting distance (
