We are seeking a dynamic and experienced Training and Development Specialist to lead and support staff development initiatives across the agency. This role is essential to ensuring that employees are equipped with the knowledge, skills, and competencies needed to serve justice-involved youth effectively and safely. The ideal candidate will bring expertise in instructional design, adult learning principles, and a passion for workforce development in a mission-driven environment.

Minimum Qualifications Three years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or administrative services; OR Six years of full-time experience in any field; OR A bachelor's degree.
EXPERIENCE SUBSTITUTION
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties:
Designs, develops, and delivers training modules including presentations, manuals, role-plays, assessments, and evidence-based juvenile justice content. Coordinates mandatory training compliance, tracks completion of required courses, manages
CPTP/LEO
registrations, and prepares all training-related reports. Leads and maintains New Hire Orientation and Annual In-Service Training, including facilitation, communication, content creation, and attendance tracking. Conducts needs assessments and surveys to identify training needs for OJJ staff and contracted providers; compiles and analyzes data. Supports agency training goals by aligning curricula with policies, SOPs, and performance improvement initiatives; coordinates scheduling, venues, and logistics statewide. Maintains systems to track training activities, participants, hours, and outcomes; develops pre- and post-assessments to measure learning transfer. Performs additional duties as assigned and participates in professional development to support continuous improvement.
