Job Description

Position Description Under general supervision, plans, develops, coordinates, delivers, and evaluates District-wide non-safety training and organizational development programs; manages the District's learning management system; administers employee onboarding programs; collaborates with department leadership to identify workforce development needs and implement targeted training solutions; and performs related work as required. Develops, coordinates, delivers, and tracks District-wide non-safety training programs including new employee orientation, professional development, leadership and supervisor development, mandatory compliance training (e.g., EEO and harassment prevention), technology training, and customer service training. Manages and administers the District's learning management system (LMS), including course content, enrollments, tracking, reporting, and system improvements. Coordinates and continuously improves onboarding programs to ensure new employees receive consistent, timely, and effective training and orientation. Partners with department directors, managers, and supervisors to identify skill gaps, training needs, and development priorities; assists in the creation of individual and team development plans. Provides logistical, administrative, and facilitation support for in-person, virtual, and hybrid training sessions. Assists in evaluating training effectiveness through data analysis, participant feedback, and outcome measures; prepares reports and recommends improvements for continuous organizational learning. Collaborates with Operations and other departments to coordinate non-safety training components for quarterly operational or organizational meetings. Supports organizational change initiatives by developing communication, training materials, and learning strategies that reinforce District priorities and values. Assists with maintaining accurate training records and documentation to support compliance, audit, and reporting requirements. Researches best practices, emerging trends, and innovative approaches in training, learning technologies, and organizational development; recommends enhancements aligned with District needs. Prepares training materials, presentations, guides, and other instructional resources. Ensures training activities comply with applicable District policies and procedures. Performs other duties as assigned.
Minimum Qualifications Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education:
Equivalent to an associate degree in human resource management, organizational development, education, public administration, business administration, or a related field.
Experience:
Three (3) years of increasingly responsible experience in training coordination, learning and development, organizational development, or a related field, preferably in a public sector or unionized environment.
