$120,000 to 135,000k

Outcomes:
The Senior Leadership and Execution Analyst is expected to achieve the following outcomes:
    Execution:
    Fill vacant positions within 14 calendar days. A position is designed as filled when:
    • The candidate selected has signed a contingent offer,
    • The customer has approved the candidate (if required), and
    • Security paperwork for the approved candidate (if any) has been submitted to the Government.
    Staff Development:
    Maintain a 90-95% project staff retention rate
    Responsibilities:
    Gemini is seeking a high-energy, results-oriented individual to lead the staffing and retention of Top Performers on the US Air Force Concepts Development and Management project within the Advanced Concepts and Technology Division. The individual selected leads activities that ensure on-time project staffing; staff member career development, recognition and support; and team cohesion. The Secretary of the Air Force, Office of Competition (SAF/OC) Concepts, Development and Management Office (SAF/CDM) Concept Portfolio Office (CPO) is a research and development (R D) driven technology and development and operational support activity under the cognizance of the United States Air Force (USAF). The CPO mission is to provide the Air Force and Department of War (DoW) organizations with program management, financial management, contracting, and other support needed to rapidly explore concepts, assess technologies, and advance innovative concepts and projects to acquisition and warfighting partners. The CPO's Vision is to be DoW's premier agile partner for concept development and mission acceleration, providing innovative solutions to increase lethality and deliver technological advantage needed to win the Nation's wars.
    • Manages and streamlines the efficient requirements definition, candidate screening, and pre-employment tasks to staff new and vacant positions with Top Performers. Leads multiple project staffing assignments to completion in a fast-paced environment with tight deadlines.
    • Prepares and manages the documentation of position requirements including tasks to be performed and experience, certification, and security requirements.
    • Identifies current staff members whose career progression would benefit from transition to the position and confirms staff member interest
    • Assigns, manages and tracks the support of Gemini project, recruiting, HR and security staff through the completion of pre-employment tasks
    • Meets with new staff members within 30 days of hire to complete orientation and in-processing.
    • Maintains frameworks that represent skills and leadership capabilities that are critical to short-term and long-term project objectives.
    • Implements and supports programs aligned with leadership development strategy and strategic business imperatives to develop technical and management capabilities throughout the project workforce including Quarterly/Annual Awards and Incentive Program Nominations.
    • Supports recognition, professional development, and experiential assignments that make up the leadership development strategy.
    • Communicates with project staff members periodically to discuss their interests and concerns. Creates slates of individuals identified for new assignments, leadership development, and career advancement opportunities.
    • Works with the Gemini Program Manager and Team Leads to address staff member concerns,
    Qualifications:
    The candidate must have the following qualifications:
    • Minimum 10 years of experience including 5 years in business operations in support of DoD or DHS
    • Ability to work on multiple high priority tasks in a fast-paced environment
    • Superior attention to detail
    • Experience in two of the following areas: o Advisory and Assistance Services (A&AS) or Systems Engineering and Technical Assistance (SETA) contracts requiring a Top Secret clearance with SCI access o Time and Materials contracts using Contract Labor Categories o Contracts requiring the delivery of engineering, systems integration, or DoD security services o
