mail Tweet Share on Facebook Share on LinkedIn Apply Now > Job Description Description The Army Navy Business Group currently has a career opportunity for Fleet Training Analyst to provide fleet and staff training and readiness support to Commander, U.S. SECOND Fleet (C2F) in Norfolk, VA. The ideal candidate will be an experienced analyst and subject matter expert (SME) in naval training events and exercises. Echelon III or higher staff experience and a working knowledge or understanding of U.S. Navy fleet training programs, the Optimized Fleet Response Plan (OFRP), and MOC processes are essential for this position. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least three years of applicable program analyst experience in: U.S. Navy fleet operations, policy, systems, and staff procedures. Managing/ prioritizing large, complex projects involving numerous stakeholders. Leading working groups and cross-functional teams. Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables. Engaging Senior Staff at the Flag Officer/Director/Manager level. Conducting fleet readiness analysis/assessment to identify gaps, training needs and solutions.Specific Functional Area tasks include:
Provide expertise in combat mission areas to include with the Maritime Operations Center Standardization Manual OPNAV M-3500.42A and others with the operational and technical acumen for instructing assigned training audiences to include IDs, CSG, and ARG staffs; to support MOC core positions as well as their responsibilities, planning considerations in alignment with MOC mission essential tasks. Support the FTC by participating in the Fleet Training process that produces integration of MFTs, procedures, and initiatives, reflecting alignment of the MOC organization construct. Perform FTC Live Constructive Training coordination events; plan, support, and execute training collaboration opportunities in the Atlantic operations area. Provide support for SharePoint management to include maintaining databases in support of tracking C2F trained personnel and provide web and database services related to management of C2F staff training information. Assist in the incorporation of C2F training requirements into exercises, Fleet Battle Problems, and other training opportunities to ensure C2F staff and MOC readiness and proficiency. Support assessments of readiness deployment certification of assigned naval forces within C2F N7. Assist in coordination and tracking of all C2F internal training programs to include Staff Officer training, and pre-exercise academics in addition to other N7 MFTs as assigned. Assist in coordination of training and certification events leading to MOC and JTF certifications for C2F staff. Assist in coordination with CSG-4 for Integrated Phase planning and execution functions and tasks related to CSGs, ARGs, ESGs, and IDs. Review and provide feedback on COMPTUEX, Amphibious Readiness Group (ARG)/Marine Expeditionary Unit (MEU) Exercise, Large Force Employments, and LFWAP briefs, lessons learned, and post-deployment briefs and Readiness Training Plan events. Assess, maintain, and report C2F readiness using various reporting programs such as DRRS-S and Joint Training Information Management System. Assist in the coordination with the lead exercise planners for conducting staff academic plans for pre-exercise staff training and exercise readiness. Attend (when assigned) Fleet staff meetings, pre-deployment training briefs, post-deployment briefs and other conferences, seminars, and meetings relevant to Fleet readiness. Participate in the Operational Assessment Working Group as needed to assist in the development of a robust data collection plan. Participate in command operational planning groups formed to support advancement of Distributed Maritime Operations, Expeditionary Advanced Based Operations, Littoral Operations in Contested Environment, and emerging concepts. QualificationsREQUIRED BACKGROUND / EDUCATION / SKILLS
Must be a U.S. citizen with Top Secret clearance and bachelor's degree. Ten (10) years of general training program analyst and Functional Area experience (14 years in lieu of degree will be considered); see detailed tasks above. Minimum two (2) years of experience in CSG and/or ARG training and operations. Minimum two (2) years of experience withCOMPTUEX.
Must possess proven written and verbal communication skills at the junior management and senior executive level, be able to act independently, and effectively manage multiple priorities and interruptions with minimal impact on productivity and deliverables. Experience in use of MS Office (e.g., Excel and PowerPoint) products.DESIRED BACKGROUND / EDUCATION / SKILLS
