WHO CAN This announcement is for external applicants (non-DIA permanent civilian employees) only. All external applicants, to include other agencies' current federal employees, DIA employees on a temporary/term appointment, DIA military and contractor personnel are eligible to apply if qualified for the position.

In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the reemployment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5, United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate. PROMOTION OPPORTUNITY

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. Selectee(s) may be laterally reassigned, promoted, or asked to accept a voluntary change to the lower grade advertised in the vacancy announcement based on their current (or equivalent) grade and qualifications for the position.

CAREER FIELD DEFINITION

Officers in the Office Management and Infrastructure (OMI) Career Field are collaborative professionals integrated across the Agency who develop and implement customer-centric solutions that advance DIA's premier intelligence support to warfighters and policymakers. They advise leadership and management on a myriad of issues to ensure effective and efficient day-to-day operations across organizations, major components, and/or the Agency. OMI officers possess a comprehensive knowledge of laws, regulations, and policies on office operations, support services, global intelligence operations, building safety and infrastructure, communications, and program management expertise to build strategic relationships and deliver solutions that efficiently manage Agency resources. This Career Field includes a wide range of enabling functions that advance Agency missions from life cycle infrastructure and materiel management, to emergency preparedness, strategic communications, information services, and congressional and public support. Additionally, this Career Field includes the full spectrum of strategy development and execution by advocating for DIA's capabilities and contributions, projecting a unified Agency identity to internal and external publics; manage building operations, occupational safety, health, and environmental compliance; property and space management, architecture and engineering, facility program management, logistics, warehouse and distribution operations, property accountability, transportation, and corporate communications.

CAREER SPECIALITY DEFINITION

Provides analytical, evaluative methods, and techniques for assessing program development execution, and improving organizational effectiveness and efficiency. Contributes to strategy, planning efforts, and program development, to justify new initiatives to Agency leadership and other stakeholders as well as executing policy. Coordinates the management of multiple, related projects/programs directed toward strategic business and organizational objectives. Directs and/or works within a set of interdependent tasks to meet defined objectives that further the Agency's mission. Manages or monitors the use of resources (e.g., people, systems, space, budgets, contracts) and maximizes their effectiveness for multiple and wide-ranging programs to foster productivity and deliver solutions.

CAREER SPECIALITY COMPETENCIES

(U) Develops and monitors internal administrative guidelines and procedures for use in improving and standardizing an office's operational functions.

(U) Demonstrates knowledge of current business processes by correlating information gained from diverse sources and applying it to their own office.

POSITION SUMMARY

Serves as a first-level supervisor and senior Management Analyst advisor on matters pertaining to evaluating and/or improving the efficiency of internal administrative practices, organization, and/or management of the Agency elements. As such, the incumbent exercises technical and administrative supervision over a staff of management analysts performing in-depth research, analysis, and evaluation of internal practices and management processes and methods. Comprehends Agency strategic vision and institutes effective management analysis projects that lead to efficient organizational practices. Identifies and obtains resources (i.e., staff, funds, space, and equipment) to accomplish project. Utilizes basic contracting knowledge to review, monitor, and ensure contract requirements are being met in a timely manner.

POSITION DUTIES

This position is located in CCMD/USTRANSCOM, Scott AFB, IL. This position is responsible for performing the following duties:

Supervises and directs the work for a team of human services and training program managers. The incumbent is responsible for carrying out DIAHR regulations and

operating procedures with knowledge of concepts related to HR functional areas (e.g., position management, strategy, recruitment, staffing, policy,

timesheets, personnel action requests, award submissions into myHR, customer service, talent and performance management to advance agency,

office, and/or work unit mission goals and objectives.

Exercises technical and administrative supervision over a staff of management analysts responsible for the internal operation and management processes and methods of the Agency. Establishes goals,

objectives, and priorities and develops plans and programs to accomplish these efforts through effective and efficient business practices consistent with total quality management concepts.

Determines and allocates the level and mixture of resources needed for all areas of responsibility. Redirects resources as the emphasis of the overall program changes. Ensures contracted products and

services are in full compliance with contract requirements and the contracts are being implemented effectively and efficiently. Oversees the development of policy and guidance for planning and

implementing program requirements and ensures proper alignment with the Agency strategic plan. Approves complex analytical approaches to problems and situations for which data are unavailable,

incomplete, controversial, or for which no precedent exists. Recommends implementation of new technologies, procedures, and applications to increase efficiency or quality of analytic

assessments. Ensures subordinate staff conducts activities in their areas of responsibility in accordance with appropriate directives and issuances. Personally participates or oversees staff

preparation and participation in briefings and meetings to provide technical advice and assistance. Performs other duties as assigned.

FOREIGN AREA TOURS OF DUTY ELIGIBILITY

The availability and quality of medical and child care in foreign locations often differs from resources available in the United States. When considering a position overseas, applicants are highly encouraged to research medical care and child care resources available at the foreign location to ensure services are available and adequate to support the needs of themselves and their dependents. DIA employees applying for a position in a foreign area must be eligible for assignment to or within the foreign area as noted in DIAI 1404.008, Foreign Area Tours of Duty. With some exceptions, employees assigned to a foreign OCONUS location will be granted a 5-year overseas tour which will consist of an initial tour (generally 36 months) and an overseas tour extension up to 5 years OCONUS. Employees currently assigned to a foreign area are ineligible for consideration if selection will cause them to exceed the time limitation for foreign area service OR, conversely, the employee will not satisfactorily complete their period of obligated service and prescribed tour of duty (Initial/Renewal Agreement Travel). More than one permanent change of station move within a 12 month period is not considered to be in the interest of the government for the purposes of relocation at Government expense.

DEPLOYMENT/MOBILITY STATEMENT

All DIA employees are subject to world-wide deployment to crisis situations and are subject to geographic relocation in accordance with agency guidelines.

Availability for shift work, extended hours, and travel may be required for this position.

Relocation expenses in connection with a permanent change of station may be authorized in accordance with the Joint Travel Regulations and at agency discretion.

DoDI 1402.01, "Employment of Retired Members of the Armed Forces," dated September 9, 2007 restricts the appointment of retired military service members within 180 days of their retirement.
