Job Description

The City of Newberry is seeking an Inmate Supervisor to oversee FDOC inmate work crews performing maintenance, construction, and repair activities throughout City streets, rights-of-way, parks, and public facilities.
General Description:
The Inmate Supervisor oversees FDOC inmate work crews performing maintenance, construction, and repair activities throughout City streets, rights-of-way, parks, and public facilities. This position is responsible for supervising inmate crews, ensuring safe and productive work environments, and performing hands-on labor alongside assigned crews. Work includes a variety of semi-skilled and skilled tasks related to grounds maintenance, roadway upkeep, and general City maintenance operations. The City of Newberry is guided by its core values—

Work is performed under the general direction of the Parks and Recreation Director or designee and requires the exercise of sound judgment, situational awareness, and the ability to manage crews in dynamic environments.
Essential Job Functions:

Inmate Crew Supervision:
  • Supervises FDOC inmate work crews in the performance of assigned maintenance and construction tasks.
  • Provides direction, instruction, and oversight to ensure work is completed safely and efficiently.
  • Maintains control and discipline of assigned inmates while ensuring compliance with FDOC and City policies.
  • Demonstrates Leadership and professionalism in all interactions.
Grounds, Streets & Maintenance Operations:
  • Performs and supervises work including mowing, trimming, edging, landscaping, and debris removal.
  • Maintains City streets, rights-of-way, parks, and public facilities.
  • Performs ditch clearing, pipe laying, asphalt patching, and general maintenance tasks.
  • Assists with installation and maintenance of traffic control signs in accordance with MUTCD standards.
  • Inspects roadways and signage for condition, visibility, and compliance.
Equipment Operation & Maintenance:
  • Operates light and heavy equipment including tractors, mowers, loaders, and trucks.
  • Performs routine inspections and minor maintenance on vehicles and equipment.
  • Ensures equipment is used safely and maintained in proper working condition.
Safety & Compliance:
  • Ensures all work is performed in accordance with safety regulations and established procedures.
  • Identifies hazards and takes appropriate action to protect crew members and the public.
  • Utilizes required Personal Protective Equipment (PPE).
  • Conducts daily safety inspections of equipment and job sites.
Emergency Response & Field Support:
  • Responds to emergency situations as needed, including storm response and roadway hazards.
  • Maintains composure and exercises sound judgment in high-pressure situations.
  • Works outdoors in varying weather conditions and environments.
Customer Service & Team Support:
  • Interacts with City staff and the public in a professional and respectful manner.
  • Supports department operations and performs related duties as assigned.
  • Demonstrates Teamwork and commitment to service excellence.
Minimum Qualification:
  • High school diploma or equivalent.
  • Experience in maintenance, construction, landscaping, or related field preferred.
  • Ability to supervise and manage inmate crews in a safe and effective manner.
  • A comparable combination of education, training, and experience may be considered.
Licenses, Certifications, and Registrations:
  • Valid Florida Driver's License required; Class B CDL or ability to obtain within six (6) months of employment.
  • Must meet and maintain FDOC requirements to serve as a Non-DC inmate supervisor.
Knowledge, Skills, and Abilities:
  • Knowledge of maintenance, construction, and grounds keeping practices.
  • Knowledge of equipment operation and safety procedures.
  • Ability to supervise, direct, and manage work crews effectively.
  • Ability to remain calm and exercise good judgment in stressful or confrontational situations.
  • Ability to communicate effectively with staff, inmates, and the public.
  • Ability to recognize hazards and implement safe work practices.
  • Ability to perform heavy manual labor for extended periods.
Special Requirements:
  • Ability to work outdoors in extreme weather conditions.
  • Ability to perform physically demanding work, including lifting up to 100 pounds.
  • Ability to work flexible hours as needed for operations and emergency response.
Physical Demands & Work Environment:
Work is performed primarily outdoors and involves exposure to weather conditions, noise, dust, and hazardous environments. The position requires standing, walking, bending, lifting, climbing, and operating equipment. The employee must have acceptable vision, hearing, and physical ability to safely perform essential job functions.
