Job Description

General Description The purpose of this class is to plan, execute, and manage the IT Public Safety technology services on behalf of the Information Technology division of the Department of Enterprise Services for Galveston County law enforcement, public safety and the Galveston County Public Safety Consortium agencies. The position serves as the primary liaison between Enterprise Services and public safety stakeholders, translating operational requirements into technical solutions while maintaining compliance with applicable regulatory and security standards. All technology services, systems, and solutions are delivered in alignment with Enterprise Services architecture, security standards, and governance. This position does not establish independent systems, infrastructure, or technology standards outside of Enterprise IT. Duties and Responsibilities The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary. Provides daily management of the IT Public Safety team. Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Coordinates, assigns, and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed. Utilizes the service request system to aid in assigning and monitoring daily work tasks and interactions with customers for the division. Provides advanced administration, analysis, and support for public safety applications and systems within the Enterprise IT environment, in coordination with Infrastructure, Security, and Applications teams for all Police Records, Computer-Aided Dispatch, and Jail Records systems (Motorola Premier One and Flex). The scope also includes all integrated software, line-of-business applications, services, and desktop applications provided by IT for all public safety-related departments, including, but not limited to, Genetec digital evidence, WatchGuard, body cameras, access control, and vehicle technology equipment. Provides advanced technical troubleshooting and escalation support for complex issues impacting law enforcement operations. Serves as the primary IT point of contact for public safety departments and partner agencies Coordinates support, maintenance, and operational readiness of public safety communications equipment and systems in partnership with designated radio authorities, vendors, and Enterprise IT infrastructure teams. Coordinates IT public safety-related support for all planned and unplanned events. Communicates system status, risks, and planned changes clearly to non-technical stakeholders Supports reporting and data analysis capabilities within public safety systems, including development of reports and training of agency personnel. Contributes to the development of operating and capital budget requests for public safety technology needs within the Enterprise Services budget, in coordination with Enterprise IT leadership and within County budget processes. Writes and distributes technical instructions and information related to public safety programs, software, radios, and equipment. Coordinates and supports public safety-related projects in alignment with Enterprise IT project governance, including scope definition, requirements gathering, and implementation support. Works with vendors, project team members, and stakeholders to support the definition of project scope, resource requirements, budget, timeline, deliverables, and milestones in alignment with Enterprise IT governance and approval processes. Communicates with IT leadership, county leadership, and/or consultants to communicate program strategy, direction, and changes. Works with other divisions within the Department of Enterprise Services and within departmental policy to provide support to all public safety-related agencies. Ensures adherence to CJIS and other applicable criminal justice and data security requirements. Coordinate with IT security leadership on risk management, incident response, and system hardening. Support continuity of operations planning and disaster recovery readiness for public safety systems Maintain accurate documentation of systems, configurations, and support procedures. Researches and assists in the development of new technology to ensure public safety agencies have the most reliable technology. Ensures all work is performed through Enterprise IT service management processes, maintaining visibility, prioritization, and accountability across the organization. Performs related work as assigned. Minimum Education and Experience Requirements Requires a Bachelor's degree in computer information systems, computer science, or related field, or equivalent experience. Requires five years of IT experience in system administration, support or engineering. A minimum of two years of supervisory or closely related experience. Preference in having worked for or with a local or state law enforcement agency. Must possess excellent interpersonal and written/oral communication skills. Knowledge of public safety, emergency preparedness, and risk management is preferred. Knowledge of public safety (700/800) radio networks, systems, and equipment is preferred. Knowledge of applicable federal, state, and local laws and regulations related to criminal justice information in including CJIS. Prefer experience with CAD/RMS systems, mobile data environments, or public safety communications systems. Physical Demands/Work Environment Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken. The work is performed both sitting at a desk or table and walking, standing, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects. The work is often performed in an office, but does include field work and moving throughout the County. Work may include after-hours support, on-call rotation, and response to critical incidents. The role requires a high degree of reliability, discretion, and responsiveness due to the mission-critical nature of supported systems
Emergency Preparedness Tier Level:
1 Special Certifications and Licenses Requires Harris County ASK Radio Programming certification, JIS/FBI Awareness Training Level 4, FEMA ICS100, ICS200, ICS300, ICS400, ICS700, and ICS800. Must achieve and maintain CJIS level 4 certification. Must possess a valid TX Drivers License.
