AFSCME - Courthouse Unit Job Summary Under the direction of the Landfill Supervisor, the Landfill Operator is responsible for operating landfill equipment and implementing landfill operation and procedures associated with the receiving, placement and compaction of solid waste, demolition, and household hazardous waste in accordance with department policies, procedures and state and/or federal regulations. Essential Duties and Responsibilities Operates equipment to spread, place, compact and cover trash and demolition materials. Transports lechate using a tanker truck for off-site disposal. Maintains and performs general repairs to equipment, trucks, trailers and vehicles. Orders and picks up parts and supplies. Operates a variety of equipment in cleaning ditches and ponds; building and grading roads; placing rip rap for erosion control; repairing and installing drain tile; stock piling and hauling cover materials; and repairing landfill cell leaks. Monitors and interacts with haulers, contractors and the general public. Informs customers and monitors loads to assure acceptable materials for the landfill. Directs customers to resources and answers questions or directs them to appropriate parties. Assures correct dumping rates. Performs building and grounds maintenance in the facility. Mows grass; shovels and plows snow; maintains and cleans shop areas and restrooms; performs minor repairs to buildings; maintains fences and signs. Operates and oversees the household hazardous and refuse facility. Records, tracks and repackage all chemicals taken in; monitors the operation to assure the safety of collection procedures; delivers all chemicals to designated locations. Fills in as needed to work the tipping floor. Operates equipment to deliver scrap metal Performs other duties of a comparable level or type, as required. Waters roads for dust control. GED MN CDL

License Minimum of 3 years' experience operating light/heavy equipment Tanker and Air Brake Endorsement, or ability to obtain endorsement within 6 months of employment Type II Municipal Solid Waste Disposal Facility Operator's Certificate, or ability to obtain the certificate within 1 year of employment Ability to pass a standard background check Essential Knowledge Relevant laws, rules, regulations, codes and ordinances that pertaining to landfill and household hazardous waste operations. Knowledge of landfill and heavy equipment operation, practices, procedures and their use in landfill activities. Customer service principles and procedures. Knowledge of safety and risk management procedures. Knowledge of acceptable landfill materials and handling of hazardous materials. Knowledge of preventive maintenance service and procedures on equipment. Essential Skills Oral and written communications. Interpreting, applying and implementing landfill policies and procedures covering the suitability of landfill materials. Operation and use of equipment used in landfill operations and maintenance procedures (e.g. compactors, dozers, tanker trucks, loaders, skid-steer, etc.). Customer relation skills needed in dealing appropriately with the public and contractors over the inspection and explanation of landfill procedures, policies and regulations. Maintaining and documenting landfill records, logs and documentation requirements. Performing duties and responsibilities under minimal direction and supervision.
