OAM Job Summary The Operational Assistant Manager supports the daily operations of Animal Care and Control by providing administrative, dispatch, customer service, and operational support. This position assists with shelter operations, records management, financial transactions, regulatory compliance, and serves as the operational lead in the absence of the Operational Manager to ensure the efficient delivery of animal care and public safety services. Essential Duties and Responsibilities Assist in directing and overseeing daily shelter operations, including animal intake, care and placement. Participate in the after-hours emergency on-call rotation as assigned. Coordinate Animal Control and Education Commission meetings and Dangerous Dog Hearings, including attendance, agendas, meeting notices, recording official minutes, and maintaining related documentation. Answer and respond to telephone calls, emails, customer inquiries, and citizen complaints; gather pertinent information and route or assign requests to the appropriate personnel for investigation and resolution. Perform administrative and clerical functions, including maintaining departmental files, records, work orders, correspondence, and other operational documentation. Monitor the department's two-way radio system and respond to calls from 911 Dispatch. Dispatch Animal Control Officers to call for service, including bite investigations, quarantine cases, stray animal pickups, animal welfare concerns, and other field responses. Receive and document animal bite reports, and assist the public with animal intake, owner surrenders, and other front counter services in accordance with department policies and procedures. Prepare packages, and coordinates the shipment of animal specimens for rabies testing in compliance with applicable laws, regulations, and laboratory requirements. Provide information and explain department policies, procedures, and requirements to the public regarding animal adoptions, owner reclaims, permits, licensing, microchipping, and other Animal Care and Control services. Processes payments for animal adoptions, owner reclaims, quarantine fees, bond fees, permits, licensing, microchipping, and other services while maintaining accurate financial records in accordance with City policies. Assist with purchasing activities by obtaining quotes, preparing requisitions, monitoring inventory levels, and coordinating the procurement of supplies, equipment, medications and materials. Conduct daily, monthly, quarterly, and annual inventories of supplies, equipment, medications, and assets. Maintain accurate inventory records and assist with monitoring stock levels to ensure operational needs are met. Support shelter operations during emergency situations and special events. Perform other related duties and special projects as assigned by the Operational Manager or Director. Skills, Abilities and Knowledge Ability to communicate effectively with the public, staff, volunteers, and partner agencies while maintaining professionalism and compassion. Proficient in Microsoft Office and other computer software used for recordkeeping and animal shelter operations. Ability to prioritize tasks and manage multiple operational functions effectively. Ability to work effectively in high-stress and emotionally challenging situations. Education and Experience High school diploma or equivalent required; coursework in business administration, office administration, public administration, or a related field preferred. Two (2) to four (4) years of experience in an animal shelter, veterinary, or animal services environment. Experience performing administrative and clerical duties, including customer service, data entry, recordkeeping, and multi-line telephone operation experience preferred. Prior supervisory or lead experience preferred. Other Requirements Must possess and maintain a valid driver's license with an acceptable driving record. Must be able to work a flexible schedule, including various shifts, evenings, weekends, and holidays, as needed. Must be able to respond to emergencies and perform in a fast-paced, high-volume animal shelter environment. Euthanasia certification is preferred; must be obtained within six (6) months of hire Work Environment and Physical Requirements Work is performed in both indoor and outdoor environments. Regular exposure to animal-related noise, odors, and varying environmental conditions. Must be able to lift and carry up to 40 pounds on a regular basis, and perform physically demanding tasks such as bending, standing, walking and animal handling.
