GENERAL DESCRIPTION
Performs comprehensive professional planning and administrative programming work for the Texas Commission on Jail Standards. Work involves assisting the Executive Director in planning, directing and coordinating the statewide activities of a technical and professional staff, including formulating plans and procedures for establishing and maintaining standards for county jails. Work requires continuous development of plans and programs for assisting local officials in complying with Minimum Jail Standards. Work also involves the coordination of inspection activities of field personnel to include development and maintenance of inspection, reporting, evaluation and enforcement procedures. Requires on-site evaluation of inspection activities. Interprets technical, written and oral instructions from the Executive Director or appropriate federal and State agencies and translates into concrete applications for implementation. Supervises activities of a professional staff. Reviews requirements, plans and initiates procedures, and reviews audit schedules of affected agencies. Develop plans and programs for assisting and instructing local officials in jail matters. Produces or oversees the production of technical bulletins, reports, and policies which serve as a reference to local officials. Participates in on-site programs and panels for local officials, civic groups or similar organizations. Performance is supervised by the Executive Director who reviews work in conference for overall effectiveness, conformance with existing laws and policies, and results achieved.EXAMPLES OF WORK PERFORMED
- Assists the Executive Director in day-to-day Commission activities and programs and managing the Commission staff and directs the activities/duties.
- Provides local officials with technical assistance in providing compliant management operations and develops programs to aid local officials in complying with Minimum Jail Standards.
- Meets with local officials to arbitrate interpretation of Minimum Jail Standards.
- Develops programs for jail management training.
- Directs the inspection process to include supervision of subordinate staff and coordination of inspection schedules.
- Meets with representatives of related State agencies to develop coordinated planning programs.
- Directs the review process of facility operational plans and operational technical assistance, to include supervision of subordinate staff and coordination with other agencies.
- Develop or reviews jail staffing analyses.
- Directs field activities.
- Directs compliance and enforcement activities.
- Directs activities on inmate requests for assistance to include the supervision of subordinate staff and initiates action when appropriate.
- Develops programs for jail management training.
- Develops performance measures and ensures fulfillment by other activities.
- Reviews and advises on legislation needed to carry out Jail Standards programs.
- Reviews Minimum Jail Standards relating to management, services, and supervision.
- Conducts on-site workshops for local officials relating to jail management.
- Serves as special initiatives coordinator.
- Participates in panels and discussions with civic and public interest groups during and after working hours.
- Assists in the development of the annual budget and procedures to control disbursement and account for all funds.
- May review for correctness and sign all expense and purchase vouchers.
- Assists in the preparation of agency strategic goals and performance measures.
- Assists in Publishing Annual Report, Strategic Plan and Legislative Appropriation Request.
- May testify at hearings, trials, and legislative meetings; or attend committee and advisory board meetings affecting budgetary, financial and personnel matters.
- Assists in the monitoring and implementation of policies resulting from legislative acts which affect Agency.
- Advises the Executive Director on budget development and submission procedures, to include strategies and tactics to achieve the most favorable reception of the Agency budget.
- Performs related work as assigned. Experience and Training
- Five (5) years' experience in jails and/or similar confinement or correctional facilities or a degree in compatible discipline.
- Experience resulting in familiarity with the structure and operation of state government and the legislative process, in federal, state or local governmental positions, and in investigation, fact finding, and evaluation.

- Ability to manage program activities and to establish objectives, to devise solutions to administrative problems, to develop and evaluate administrative policies and procedures; to prepare concise reports; to testify at hearings; and to plan, assign, and/or supervise the work of others.
