Job Description
SUMMARY:
Under general direction from the Assistant Director, the position serves as ranking supervisor and a member of the Detention Center Command Staff. Accomplishing the goals and objectives of Detention by overseeing, supervising, and coordinating the daily operations and activities of team members. Ensures the successful completion of department functions in accordance with the strategic goals, objectives, and mission of Lea County and within established policies and procedures, and applicable county, state, and federal regulations.
ESSENTIAL DUTIES
Ensures security within the Detention Center including but not limited to: supervising, directing, managing and evaluating assigned staff; overseeing the maintenance of discipline and security among a large number of detainees; maintaining a variety of records; reviewing and preparing reports; analyzing situations quickly and objectively and carrying out a proper course of action; and interpreting court paperwork and orders. Serves as ranking supervisor on duty to oversee the shift supervisors and ensure daily operations in the secured area are completed in compliance with Lea County Detention Center policy and procedures and post orders. Serves as a law enforcement liaison with outside public safety agencies. Oversees daily operations and ensures the safety and security of all detention center staff, contract staff, detainees, and community members associated with detention center operations. Gathers essential documentation as directed by the Compliance Officer. Maintains and documents monthly inspections of all equipment in the facility armory, including firearms, less-than-lethal tools, and ammunition. Reports all emergency incidents that affect the overall operations of the detention center immediately, up to and including any legal ramifications that would impact the integrity of Lea County. Provides supervision for the health, safety, and welfare of staff, detainees, and community members associated with detention center operations. Ensures proper execution of operational processes: plans, schedules, coordinates, and supervises activities of assigned sections within the detention center facility; monitors and evaluates operations; directs or prepares reports detailing operations and activities; and recommends and assists with developing and/or revising policies, programs, and philosophy of the Detention Center. Maintains a healthful and secure environment for the detainees housed in the Detention Center in compliance with the American Correctional Association, Adult Local Detention Facilities, and New Mexico Counties standards and best practices. Maintains working knowledge of rules and regulations concerning detainee population as well as Lea County Policy and Procedure, Detention Center Policy and Procedure; enforces the same. Collaborates with command staff within the Detention Center on policy, detainee supervision, and operations to focus on streamlined processes and develop efficient workflow processes and procedures. Ensures responses to active aggression or active resistance are within standards and ensures coaching of staff in the performance of best practices in detention staff safety. Evaluates all use of force reports for accuracy and submits them to the Assistant Director after completion; recommends corrective action if needed. Ensures appropriate training is provided for Sergeants and Detention Officers. Performs daily security checks of the facility, including but not limited to housing units, perimeter, and unoccupied areas inside the facility. Generates and submits quarterly staff schedules. Assists with developing the Detention Centers' conceptual and long-range plans and annual operating budget with particular emphasis on assigned divisions; monitors budgetary expenditures; tracks department statistics and evaluates performance measures and processes to improve Detention Center operations. Performs additional duties as assigned, including duties of subordinates when necessary, and any post orders: follows the chain of command. Maintains strict confidentiality of all information processed through the department, including detainee records, reports, documents, conversations, protected health information, etc. Provides civil or criminal testimony in a judicial setting as required. Maintains responsibility for the preparation and oversight of documentation and paperwork, including incident reports; compiles and maintains records, statistical information, and reports; and prepares additional written reports as required by accreditation, law enforcement agencies, or supervisors. Maintains ongoing records of assigned personnel and their performance and corresponding documentation. Initiating corrective or disciplinary actions as needed. The functions of a Detention Lieutenant are not limited to those set forth above. The employee will perform such functions, duties, or assignments as given by the Assistant Director or Director. Performs additional duties as assigned, including duties of subordinates when necessary, and assists administration with developing short-term and long-term goals of the detention center's operation. The duties of this position are not limited to those set forth above. The incumbent will perform such functions, duties and assignments as directed by supervisor and consistent with ability, background and expertise.
MINIMUM QUALIFICATIONS
High school diploma/GED. Four (4) years' experience in corrections, law enforcement, public safety services, or related environment. One (1) year supervisory experience. Degree from an accredited college or university in a related field preferred. A combination of relevant education and related work experience may be considered. Valid driver's license is required when operating a vehicle for work-related purposes. Must successfully complete pre-employment requirements, including a background check and drug/alcohol screening.

Goals, objectives, functions, policies, and procedures of Lea County. Applicable federal, state, county, and local laws, regulations, requirements, principles, and practices of detention management. Department organization, functions, objectives, and policies and procedures. Knowledge of legal and ethical issues related to detainees' rights. New Mexico Counties, American Correctional Association, and Adult Local Detention Facilities standards and best practices. Records management practices. Modern office functions, procedures, and equipment.
Skill in:
Operating various word-processing, spreadsheets, database software programs, and industry-related applications in a Windows environment. Reading, reviewing, preparing, and analyzing operational reports, contracts, minutes, resolutions, ordinances, and other business-related documents. WORKING CONDITIONS
Work is generally performed in an office/detention center setting with a moderate noise level, with occasional work outdoors. The employee is frequently exposed to excessive noise; hazardous materials; high risk / potentially dangerous situations; dust, fumes, airborne particles, and / or allergens; infectious disease; and hostile, offensive, and / or violent individuals. Work occasionally takes place near hazardous / moving equipment and / or machinery and requires the use of protective clothing, equipment, devices, and / or materials. Evening and/or weekend work, shift work, rotation of shifts, irregular hours, and overtime may may be required. Tight time constraints and multiple demands are common. Travel is required for training, meetings, conferences, presentations, and other events. Incumbent is subject to call out at any time.
